HULL CONTRIBUTORY RETIREMENT BOARD MEETING
October 25, 2011

The regular meeting of the Hull Contributory Retirement Board, duly posted to be held in the selectman’s meeting room, Town Hall, Hull, MA on the above date was called to order at 9:00 a.m. Present were, Members, Leonard Colten, Marcia Bohinc, Gerald Ball, Rocky Tenaglia and Retirement Administrator Lauren Durham. Maurice Murphy was absent. Also present were a number of members of the Hull Fire Department.

In accordance with the open meeting law, the Chair was notified and it was announced that Lauren Durham was making and audio recording of the meeting.
Leonard Colten made a motion, seconded by Rocky Tenaglia to accept the minutes from September 27, 2011 Board meeting. Marcia Bohinc noted some corrections.
Unanimously Voted.
Payments:
Gerald Ball made a motion, seconded Rocky Tenaglia to approve and sign The Bill Warrant for October 2011 and the Payroll warrant for October 2011. Marcia Bohinc requested that Lauren verify the payment for Donald Love’s overpayment of buyback be reimbursed to him post tax.

Notice of Injury:
Barry Phillips, Fire Group 4, Injury 9/14/2011, Received 9/20/2011.
Buyback:
On a motion made by Leonard Colten seconded by Gerald Ball, upon proper payment to the Hull Retirement System, to grant Keith Connolly (two years eleven months) of creditable service for the period of March 6, 1995 through March 22, 1999 in which he worked for the Town of Hull as a part time custodian. Cost to purchase 2 years 11 months of service, $6,910.66

Travel:
The board noted the updated MACRS conference schedule, Sheraton Springfield Sunday, October 16, 2011- Wednesday October 19, 2011. No one was able to attend.
Updates:
Marcia Bohinc addresses the audience and asks if they were all present at the meeting for a specific reason, such as regular compensation and wages. She explains that this is a topic that Board is happy to discuss but not at this time. This issue was not on the agenda and therefore the Board has not been able to prepare for a meaningful discussion on this issue. The Board has not heard any recent updates from Michael Sacco or PERAC since mid June. It is understood that the Fire Department is looking for some clarification on

the regular compensation and wages question but the Board cannot discuss this at this point. The Board confirms that this item will be placed on the next agenda and the Board will come prepared to discuss what they know then. The Board’s attorney will also be contacted to find out if there has been any more recent updates
The Board reviewed an updated version of the Notice of Injury Form. The content is the same, the form has just been reconfigured and clean up. Marcia Bohinc provided Lauren Durham with some suggested corrections.
The third and final request for the 2011 Retiree Affidavits were mailed on October 18, 2011. To date, there are 2 outstanding, Joseph Quirk and Phillip Thomas.
On a motion made by Leonard Colten and seconded by Gerald Ball, the Board approved Wednesday, November 23, 2011 and Thursday, December 22, 2011 as Retiree Pay dates. Over the past few years the Board has approved early payments for the Holiday Season. Leonard Colten requested that a check message be included to notify retirees of the early pay dates.
Due to the forseen absence of Lauren Durham, she requested that in addition to scheduling the November 2011 Board meeting, the Board also schedule the December Board meeting to ensure the meeting room could be reserved and both meetings be properly posted. The Board agreed to hold the November meeting on Tuesday, November 29, 2011 and the December Meeting on Tuesday, December 20, 2011.
The Board accepted the Budget Analysis for Calendar Year 2012, noting a $4,000.00 increase in Insurance Benefits, payable to the Town as well as a $5,400.00 increase in Actuarial Valuation as the Board will be requesting Larry Stone to conduct an actuarial valuation as of 1/1/2012.
The Prim Board Update for September 2011 as well as the Year to Date trial balance are not available for review at this time.
Janet Bennett Town Clerk, will be asked to assist in counting the Ballots on Tuesday, December 6, 2011 for the Retirement Board Election.
Marcia Bohinc asks the Board if they would like to think about staggering the term dates for the appointed member of the Board. PERAC has commented on the last 2 audits that it could be a cause for concern having 3 board members potentially turned over with in a matter of weeks. The way the terms stand today, the 2 elected member have the same term dates (12-30-2011) and the appointed members term expires one week later (1/7/2012). Would the board consider staggering the appointed members term to be 1 or 2 term instead of 3 year term?

Gerald Ball believes a 1 or 2 year term seems too short. Rocky Tenaglia believes a 2 year term seems reasonable, especially if that is what PERAC recommends.
Marcia Bohinc made a motion, seconded by Leonard Colten for the Board Appointed position that expires on January, 7, 2012 be changed from a 3 year appointed term to a 2 year appointed term.
