MINUTES
HULL CONTRIBUTORY RETIREMENT BOARD MEETING
March 29, 2011
The regular meeting of the Hull Contributory Retirement Board, duly posted to be held in
the selectman’s meeting room, Town Hall, Hull, MA on the above date was called to
order at 9:04 a.m. Present were Marcia Bohinc, Chairperson, Members, Leonard Colten,
Gerald Ball, Rocky Tenaglia, and Maurice Murphy, and Retirement Administrator
Lauren Durham. Also present were Phil Lemnios, Robert Breen, Brian Claffey
In accordance with the open meeting law, the chair was notified and it was announced
that Lauren Durham was making and audio recording of the meeting.

Leonard Colten made a motion, seconded by Gerald Ball to accept the minutes from
February 22, 2011 Board meeting with corrections.
Unanimously voted.

Payments:

Leonard Colten made a motion to accept the Bill warrant for March 2011, seconded by
Gerald Ball.
Unanimously Voted.

Leonard Colten made a motion to accept the Retiree Payroll warrant for March 2011
Gerald Ball seconded.
Unanimously Voted.

New Members:
John Kesckemety was recognized as a new member of the Retirement System. A
welcome packet and certificate of membership was sent to him.

Review/Discussion:

Retirement Administrator 6 Month Review
After a bit of discussion, the board members would like more time to complete the
administrator review form as they do not manage the Administrator on a daily basis.
They would like the chance to discuss with some retirees/ active members as to their
feedback with their interaction with the administrator.
Marcia Bohinc asks that all Board members return their review to her, she will
summarize and meet with Lauren to review the comments. She will summarize the results
at the next meeting.
Maurice Murphy made a motion to grant the retirement administrator a pay adjustment at
6 month review, seconded by Rocky Tenaglia.
Leonard Colten makes a substitute motion to award a 1.5% increase to the retirement
administrator.
Maurice Murphy made a substitute motion to the substitute motion to adjust the
Retirement Administrators salary from $40,000.00 to $43,000.00.
Rocky Tenaglia made a substitute motion to adjust the Retirement Admistrators salary by
3.75% or $1,500.00 annually. Gerald Ball seconded.
Voted: Marcia Bohinc, Leonard Colten, Rocky Tenaglia, Gerald Ball – Yes.
Maurice Murphy- No, noting that he would like an increase of $3,000.00 annually.
Motion Passed, 4:1

This increase will be effective as of March 1, 2011.

Payroll Changes:
The Board received notice of the death of Doris Bobrick, date of death November 11,
2010. Ms. Bobrick chose option B at the time of retirement. Since the Retirement Board
was not notified of Ms. Bobrick’s death until February 28, 2011, she was overpaid
$2,239.38(November, December, January and February payroll). A request had been sent
to recover the overpayment and a check was received on March 15, 2011.

Updates:
The Year to Date trial balance and cash account reconciliation for the months of January
and February 2011 were reviewed as well as the PRIM Board Update for February 2011.
Members’ Annual Statements were mail March 23, 2011.
Marcia Bohinc had an update from the Advisory Board meeting, held on Monday, March
28, 2011 with regards to the Article the Retirement Board requested go before Town
Meeting on the topic of giving the retirement board the ability to increase the COLA
base. The Advisory Board voted ‘No Action’ on this item, noting that due to the current
economic climate this may not be the time to request this increase.
Phil Lemnios added that this decision was a unanimous decision.
Rocky Tenaglia makes a motion for “No Action” at Town Meeting. Gerald Ball
seconded.
Unanimously voted.

Marcia Bohinc would also like to have the Board consider allowing Mike Daley, a
consultant with FAA consulting, act as a resource for the Retirement Administrator on an
“as needed” basis. Mike has a working knowledge of Chapter 32 and will be a less
expensive resource than an attorney.

Rocky Tenaglia made a motion to allow Mike Daley to offer services as needed to the
retirement administrator. Gerald Ball seconds the motion, but adds that the retirement
administrator should notify Marcia prior to contracting him.
Unanimously voted.

The Board scheduled the next meeting for Tuesday, April 26, 2011 at 9:00a.m. in
