Minutes of Meeting— July 12, 2012
The Hudson Board of Appeals met in the 3rd Floor Conference Room, Town Hall, Hudson, Massachusetts. At 7:00 p.m., Dorothy Risser called the meeting to order.
Present: Lawrence Norris, Joseph Peznola, Dorothy Risser, Todd Pietrasiak, Christopher Tibbals, Jill Schafer and Teresa Vickery, Clerk.
CHAPA Training on Comprehensive Permits
Mr. Peznola held a training session for the ZBA on the fundamentals of Chapter 40B. The training included the latest developments in affordable housing law. The Board felt that with the impeding petition for an affordable housing project it would be a good idea to familiarize themselves with the rules and regulations.
The presentation covered the following topics:
- Introduction to 40B
- Reviewing the initial application
- Mass Housing Partnership (technical assistance, grants & third party consultants)
- Statutory Requirements
- Safe Harbor provisions
- Application submission requirements
- The public hearing process
- Performance requirement deadlines
- Site visit
- Retaining Peer Review Consultants
- Negotiations
- Balancing regional housing needs with local concerns
- Holding Deliberation sessions
- Drafting a decision
- Approval with conditions
- Appeal of decision
- Managing the comprehensive permit
Minutes
Dorothy Risser, seconded by Todd Pietrasiak, made a motion to accept the minutes of June 14, 2012, as written.
