Internal Traffic Committee Minutes 12/16/11
The Internal Traffic Committee met in the Selectmen’s Hearing Room, 2nd floor Town Hall at 78 Main Street, Hudson, Massachusetts.  At 10:00 AM the Committee called the meeting to order.
Present: Chief John Blood, Tony Marques, Captain Dave Stephens, Jeff Wood and Jennifer Burke

Traffic Issues

Broad Street/Villa do Porto Blvd/Loring Street/South Street Ext.

Ms. Burke noted that an email was received from the website regarding a resident's concerns that the signage at this intersection relative to the No Turn on Red is confusing.

Mr. Marques noted that the regulation was in place because of the proximity to the school.  The school is no longer there and removing the turning prohibition will ease the flow of traffic.

Tony Marques, seconded by John Blood, made a motion to recommend that all the No Turn on Red regulations be removed from the Broad Street/ Main Street intersection and the Broad Street/Villa do Porto Blvd/South Street Ext intersection.

Vote: 4-0-0, unanimous

Truck Exclusion Grove Street

The Town received a response from MADOT denying the truck exclusion request but suggesting that we could rerequest a night time only exclusion.  The Committee decided that a nighttime exclusion would be worthless since the problems are due to daytime business traffic.


Site Plans

Mr. Choubah reviewed the plans with the Committee.  The plan is to demolish the existing pumps and building and replace with new pumps and a new 2,096 square foot building with a drive through.  The westerly most Main Street entrance will be eliminated.  The plan adds 11% green space.  The new proposal will push the canopy 2 feet into the site and make it more conforming.  Mr. Choubah noted that the parking meets the zoning requirement.

Chief Blood expressed concern about access to the rear dwellings.  He suggested moving the menu board so that there is less likely hood the entrance from Main Street and access is blocked.  He asked about parking; specifically where the employees will park.  He stated that he feels the used car spaces would have to go to increase the parking.

Mr. Wood suggested removing the landscaped island at the main entrance to increase area for parking.

Mr. Marques stated that he feels there is too much going on at this site.  The applicant should “pick a business”.  No utilities are shown.  The Committee would need full plans to proceed with review.

Captain Stephens noted his concern for potential backups onto Main Street.

The applicant will return will a full set of plans at the next meeting.
