Internal Traffic Committee Minutes 03/25/11
The Internal Traffic Committee met in the Selectmen’s Hearing Room, 2nd floor Town Hall at 78 Main Street, Hudson, Massachusetts.  At 10:00 AM the Committee called the meeting to order.
Present: Chief John Blood, Tony Marques, Chief Richard Braga and Jennifer Burke

Traffic Issues

Highland Commons Drive West/Coolidge Street

Chief Braga presented accident data since the driveway opened.  There have been 8-10 in the area since that time.  Only one can be attributed to the driveway.  Several were located at Highland Park Avenue.

The Committee decided to make no changes at this time but will review the entrance as more buildings are constructed and open.

JFK Middle School – Early Phase Site Work

Mr. Harris reviewed the plan with the Committee.  The plan is for early site work and temporary parking/vehicle access.  They have reconfigured the parking to accommodate the construction area which will be fenced off.  Manning Street will be the primary entrance for all traffic.  Stratton Drive will be gated and only used for emergencies and certain deliveries.  The construction entrance will be from an access easement off Manning Street.

They would like to blast this summer when the kids are not in school.

They are providing 92 temporary spaces.  The car and bus loops were shown on the plan. They are relocating the dumpsters from the South to the North.  It has been determined that the underground fuel storage tank is 5,000 gallons.  That will be removed.  They are maintaining the existing transformer.  It will be protected.  The snow storage was noted on the plan.

All activity is outside the buffer zone.  They will be designating stockpile locations.  Lighting will be relocated to provide the necessary lamination around the site.

Mr. Marques noted that he spent a lot of time with the proponents going over various scenarios.  The proposed plan is acceptable for everyone.  He asked about the hydrant location and the water service.  He was told that both were staying.  He confirmed that Stratton Drive will be maintained clear access for emergency vehicles.

Chief Braga asked how many less temporary parking spaces versus existing parking spaces were there.  Mr.  Harris indicated that number was not known.  It was suggested that the number be available for the Planning Board hearing.

Chief Blood asked approximately how many cubic yards of ledge will be blasted.  The number was not yet available.  He reminded the proponents to include details in their blasting specs.  He asked that one way be painted in front of the school where the bus drop off is.

Mr. Marques asked about timing and reviewed the public bidding process with the proponents.

Ms. Burke asked about erosion control.  She was told that there will be silt fence and straw waddles along the edge of the buffer and the around the base of the stock piles.  The loam will be seeded for stabilization.  Mr. Gentillucci stated that they are applying for a NPDES permit.

Mr. Harris stated that he had talked with the Director of Recreation regarding the use of the field and the removal of the trailer.  She is aware as to what needs to be done.

Chief Braga, seconded by Chief Blood, made a motion to approve the site plan for John F. Kennedy Middle School – Early Site Phase.
