Internal Traffic Committee Minutes 022411
The Internal Traffic Committee met in the Selectmen’s Hearing Room, 2nd floor Town Hall at 78 Main Street, Hudson, Massachusetts.  At 10:00 AM the Committee called the meeting to order.
Present: Chief John Blood, Tony Marques, Chief Richard Braga, Jeff Wood and Jennifer Burke

Traffic Issues

High/Main Streets

Chief Braga presented accident data from the previous 5 years.  He noted that he found 11 accidents.  However, none can be attributed to lack of sight distance and none are right at the intersection.  The reports available indicated that the accidents were in surrounding areas or parking lots.

Mr. Marques reviewed the parking regulations.  There appears to be the minimum 20 feet of designated no parking at the corner and the first space in question is a legal parking space.

The Committee decided to make no changes at this time.

Coolidge Street

Chief Blood had concerns about the accidents that have occurred at the westerly drive of Highland Commons.  He feels that the speed may be excessive now that a light has been installed and vehicles can not see around the bend.

Mr. Marques indicated that first we should contact VHB.  He asked Chief Braga for accident data to send to VHB.  The Police Department will also perform a speed study to be prepared to send to MassDOT.

*Post Meeting Note:  Chief Braga later contacted the members and asked that this item be revisited at the next meeting when all accident data can be evaluated.

Site Plan Discussions

Bush Road Extension

Mr. DiPersio reviewed the proposal with the Committee.  The proponent owns 2 acres at the end of Bush Road. They would like to submit a Preliminary Plan to the Planning Board but are looking for feedback first.  The proposal is to extend the right of way into the property but to only construct  18 feet.  They will need waivers from road construction.  They are proposing LID storm water.

Chief Blood asked what the distance was from the existing cul-de-sac to the furthest house.  He was told 300 feet.  He noted that even though this is technically not a common drive, he is not a fan of “common drives”.

Mr. Marques asked about the water main and relocating the hydrant.  Mr. Dipersio said it was not proposed.  He asked if the road will be public or private he was told that it will remain private.   He noted their will be a private piece within the public right of way.  That will need to be addressed by Counsel.  He suggested that the hydrant be moved and stated that there should be language in the deeds regarding the maintenance of the utilities.

Chief Braga stated that he sees no deal breakers from his end.  He wanted to know the rationale for common drive versus extending the road and constructing a new cul-de-sac.  More infrastructure= more cost and more disturbance.

John Blood noted that there would also be a problem noting the house numbers.  He suggested they be noted at the end of the private drive.  He also stated that private hydrants don’t work.

Mr. DiPersio indicated they will file with the Planning Board for the next available meeting.
