Internal Traffic Committee Minutes 09/24/10
The Internal Traffic Committee met in the Selectmen’s Hearing Room, 2nd floor Town Hall at 78 Main Street, Hudson, Massachusetts.  At 10:00 AM the Committee called the meeting to order.

Mr. Redding reviewed his letter with the Committee.  The HBA has two requests they would like to bring forward.  First, they would like to place pedestrian signs at the 4 crosswalks throughout the downtown.  The specific crosswalks are the one at the library, the one at Avidia Bank and the two that cross Washington Street in front of Victor’s Diner and Dr. Percucco’s office.  The signs would be shaped as people and will be removable so they can be brought in for snow clearing.

There was some discussion regarding the Victor’s location.  There was some concern that this location is already too congested and more signage could be dangerous.  There was some discussion about the sign in the island impeding driver’s view of pedestrians.  The Committee had no concerns with the signs at the library and the bank as long as the HBA will maintain and be responsible for them.  The Committee would like to conduct a site visit when the exact signs are available to look at the Victor’s location in the field.  Mr. Redding will contact Ms. Burke when they are ready.

The second request is that the HBA would like to install trash cans along the Main Street.  They would be black aluminum cans that would attach to the light pole with a clamp.  They would face parallel to Main Street so they would be out of the way of sidewalk plows.  The cans will be maintained by members.  There will be no advertising on the cans.  If a member does not maintain their can, the HBA will take the responsibility.

Hudson Light and Power will have to allow the pole attachment.  Jim Kennedy was present from Light and Power.  He stated that Light and Power liked the idea.  HBA would have to sign an attachment agreement similar to that signed with others but it is possible.

There was some discussion about the possibility of the cans adding more trash to Main Street.  There is concern that people may empty car trash and house trash into these cans and they may not get emptied regularly.  Chief Braga recommended that the ITC retain the right to request that certain trash cans be removed if they are not properly maintained.  Mr. Redding stated that the HBA would be on top of it.  Ms. Burke asked how many cans.  He stated 10-12.  The Committee saw no issue at this time as long as the HBA took responsibility and maintained all the trash cans.  Ms. Burke asked for a list of the can locations and who will be maintaining each specific can.





Sign at Tower Street

Mr. Redding asked that the sign at the Tower Street intersection that directs drivers to Broad Street be replaced with a larger sign and be a different color.  Ms. Burke state that she would talk to Mr. Marques when he returns from vacation.
