Internal Traffic Committee Minutes 02/25/10
The Internal Traffic Committee met in the Selectmen’s Hearing Room, Town Hall at 78 Main Street, Hudson, Massachusetts.  At 10:00 AM the Committee called the meeting to order.
Present: Tony Marques, Chief Richard Braga, Chief John Blood, Jeff Wood and Jennifer Burke

Traffic Issues

Intersection of Coolidge & Central Streets

Ms. Burke stated that she had received an email from a resident about the intersection at Central and Coolidge Streets and the traffic signals.  She had forwarded it to Mr. Marques for review.  Mr. Marques had sent the information to VHB, the designer of the signal, for review and report.  VHB indicates that the signal is functioning correctly and it may be more of an enforcement issue.

Chief Braga suggested a sign be erected to caution vehicles exiting the daycare center.  The Committee agreed.

Chief Blood, seconded by Chief Braga, made a motion to install a “Proceed with Caution of Green” sign facing the daycare center.

Vote: 4-0-0, Unanimous

Site Plan Reviews

Sauta Cornfield Ballfield
Present was:  Joseph Peznola, Hancock Associates
                     Linda Ghiloni & Steven Santos, Hudson Recreation

Mr. Peznola presented the plan to the Committee.  The project has received funding from CPA.  The parking lot will be gravel with pressure treated wheel stops to define the spaces.  The aisle widths will be 15 feet for 1 way travel, entering on Hummock way and exiting on Brook Street.

Chief Blood noted that several notes are incorrect.  Mr. Peznola said that he would change them.  Mr. Marques noted the Hudson Light and power had a concern about their underground electric at the driveway entrance.  Mr. Peznola indicated he was aware of that and will take precautions.  Mr. Marques also asked for a 10 foot asphalt apron between the gravel and Brook Street.  Chief Braga asked if there was enough room for cars to back up and swing out.  Mr. Peznola indicated that there should be if they are parked at the correct angle.  Mr. Wood requested Do Not Enter signs and One Way signs at the appropriate locations.

Chief Braga, seconded by Jeff Wood, made a motion to approve the plan for the Sauta Cornfield Ball Field parking lot with the conditions as stated above.

481 Main Street
Present was:  Tom DiPersio, Sr.
                  
Mr. DiPersio presented the proposed OSRD subdivision to the Committee.  He stated that the Planning Board had made some suggestions regarding pavement width and one way traffic circulation and he wanted to get feedback from this committee.  He also noted that at one section the right of way is reduced to 40 feet.

Chief Braga expressed concern for the one way traffic pattern.  He cited difficulty with enforcement and safety concerns.  Chief Blood also had concerns with the one way but stated that the width must be 22 feet minimum.  Since it is not a straight road the width would need to be maintained to allow the fire trucks to maneuver around without any problems.

Mr. Marques expressed his concern for the project and the road not conforming to Town standards.  He stated that he feels if it is to be a public way it should meet the Planning Board requirements.  He cannot affirm a reduced width.  Mr. Wood reiterated the same concerns including safety of residents and snow removal.

Chief Blood also noted that a fire flow test would need to be done to assure a minimum of 750gom.
