Internal Traffic Committee Minutes 063009
The Internal Traffic Committee met in Conference Room B, Town Hall at 78 Main Street, Hudson, Massachusetts.  At 2:30 PM the Committee called the meeting to order.
Present: Tony Marques, Max Kamel, Chief Richard Braga, Captain David Stephens, Chief John Blood, Deputy Chief Dan Connor, Jeff Wood, Don Garcia, Michelle Ciccolo, Kerin Shea and Jennifer Burke


Traffic Issues

Rte. 85 Reconstruction Project
Present was:  Christer Ericson, GPI
                     Joe Johnson, GPI

Ms. Ciccolo updated the Committee on the status of the project.  She noted that a public hearing was held and several changes were made based on feedback from that hearing.

Mr. Johnson & Mr. Ericson give the Committee a presentation regarding the changes/upgrades to the entire corridor.

The Park/School Streets intersection seemed to cause the most concern for the Committee.  Chief Blood had concern about the lights at this intersection I the winter.  If there is a back up with traffic coming down the hill, it could be dangerous.  He also has a concern about the no left turn onto School Street.  This would hinder his vehicles access in an emergency.

Chief Braga expressed concern about the accuracy of the state’s accident data.  He would like to contribute more recent information.

Mr. Marques asked why there was no left hand turn out of School Street.  He was told that it could be allowed back in and be monitored.

It was determined that School Street would be a full access and that the signal would have the option to go to flashing in the winter.

The Committee liked the proposed Brigham Street intersection and had no comments.

Mr. Ericson explained that the intersection at Giasson Street has changed significantly. The drive from Rite Aid is altered and the parking reconfigured.  The ARRT crossing has been redrawn at a safer angle.  Ms. Burke noted that there is a Class II license in this parking lot.  This should be considered when redesigning.  Also adding anymore than 3 parking spaces would trigger site plan review.

The Committee felt this intersection was going in the right direction.  Mr. Marques asked about drainage.  He emphasized the need to study the drainage.

The major concern at the RK Plaza intersection was the need for more green space.  Community Development and GPI will talk with RK Associates about this issue.

The roundabout intersection was discussed and the Committee was generally pleased with how it will function.  There was some concern for Tuck’s service center and his patron’s ability to exit safely.

The remainder of the project was reviewed with little comment from the Committee.
