Internal Traffic Committee Minutes 11/21/08
The Internal Traffic Committee met in the Selectman’s Hearing Room, Town Hall at 78 Main Street, Hudson, Massachusetts.  At 10:00 the Committee called the meeting to order.
Present: Chief Richard Braga, Chief John Blood, Tony Marques, Jeff Wood, and Jennifer Burke


Traffic Issues

Brigham Street
Present:  Harrry Brown, 273 Brigham Street
              Chris Yates, 49 Brigham Street

The Committee is in receipt of an email from Harry Brown at 273 Brigham Street regarding the speed on Brigham Street.  Mr. Brown express concern that cars drive too fast and he would like stop signs placed on Brigham Street at Pheasant Trail and Freeman Circle similar to Bigelow Street in Marlboro.  He would also like to see if the Town can impose truck weight limits on that end of Brigham Street.

Mr. Marques explained that in order to limit weights or exclude trucks there has to be an alternative route within our own community.  Due to the location that would not be possible here.  He also explained that while Mass Highway does not permit stop signs anymore, there are still guidelines by which the Board of Selectmen has to act in order to install a stop sign.  Stop signs can not only be used for speed control.

Chief Braga stated that his department will make a concentrated effort to do speed enforcement in this area.  Including radar and the speed trailer when it is available.

Chris Yates, 49 Brigham Street, asked about painting “slow” on the road.  He noted that with the straightaway from Hudson High School to Park Street it has become very dangerous.  Mr. Marques said that he can do the painting in conjunction with the school zone in the spring.  He also suggested that the crosswalk at Curley Drive be marked like the one at Brigham Circle.

Pleasant Street

The Committee members had visited the area. Chief Blood noted that it would be difficult for a fire truck to travel down Pleasant Street with cars parked on both sides.  He would suggest restricting parking to one side.  He noted that it makes sense to leave the side with the hydrants free.

On a motion by Chief Blood, seconded by Tony Marques, the Committee voted unanimously to recommend to the Board of Selectmen that there be no parking on the northerly side of Pleasant Street from Lincoln Street to Church Street.

              Francis Parisi, Atty. At Law
          
Atty. Parisi reviewed with the Committee the changes to the drawings.  The changes reflect the power service location.  He also noted that everything is now located inside the fenced in compound as proposed by MetroPCS.

Mr. Marques questioned if access is being proposed off Princeton Road.  He was told no.

Chief Blood reiterated his request for space for a public safety antenna.  He would like it shown on the drawings.

Chief Braga, seconded by Jeff Wood, made a motion to approve the plan entitled “Pope’s Hill Water Tank” as drawn by Chappell Engineering Associates LLC of Concord, MA last revised November 14, 2008 with the condition that space be made available for a public safety antenna at the highest location possible on the tower.

Vote:  4-0-0, Unanimous

71 Parmenter Road
Present:  Bryan Wilson, Northeast Wireless Services, LLC

Mr. Wilson reviewed the application to the Committee.  MetroPCS would like to attach an antenna structure to the existing pole at 200 feet.  They will be using the existing utilities.  They will be constructing 10’ x 16’ equipment shed next to the existing MediaFlo shed.

Mr. Marques would like plans available at the Planning Board stage that show all existing antennas on the tower.  Mr. Wilson said that would not be a problem.  

There were no other comments.

Chief Braga, seconded by John Blood, made a motion to approve the plan entitled “Univision Television Group” as drawn by Dewberry-Goodkind, Inc. of Boston, MA last revised October 28, 2008.

Vote:  3-0-1, with Tony Marques abstaining
