Internal Traffic Committee Minutes 10/31/08
The Internal Traffic Committee met in the Selectman’s Hearing Room, Town Hall at 78 Main Street, Hudson, Massachusetts.  At 10:00 the Committee called the meeting to order.
Present: Chief Richard Braga, Chief John Blood, Tony Marques, Jeff Wood, and Jennifer Burke

Site Plan

177 Broad Street
Present:  Paul Giannetti, Atty. at Law

              Forest Lindwall, Mistry Associates

Mr. Lindwall reviewed the changes with the Committee.  The changes include the driveway reconfiguration as requested, accommodating the required turn movements and extending the sidewalk to Washington Street.  He noted that the sidewalk may be a temporary installation until the rotary is constructed and the road is shifted.  He had also submitted new test pit data.

Chief Blood asked about a dumpster location.  He was told there is none.  He asked for clarification of the utility pole relocation.  Mr. Lindwall reviewed that again.

Mr. Wood noted that they would need to go to the ZBA.

Mr. Marques and Chief Braga had no other concerns.

Tony Marques, seconded by Chief Braga, made a motion to approve the plan entitled “TD Bank at Washington Square Hudson, MA Site Construction Plans” as drawn by Mistry Associates, Inc. of Reading, MA last revised October 15, 2008.

Vote:  4-0-0, Unanimous

1 Mildred Road

Atty. Parisi reviewed with the Committee that the applicant had already been before them to locate at 43 Broad Street.  However 43 Broad Street is outside the WCF overlay district and the Selectmen had issued an RFP to locate at Pope’s Hill and awarded the lease to MetroPCS.

They are proposing a second structure very similar to the existing structure.

Chief Blood asked if it was a 3 position pole.  He was told yes.  He was told the elevation would be 100 feet.  He requested to possibility of future placement of a public safety whip antenna.  He was told that would be no problem.

Mr. Wood asked about the setback.  Ms. Burke indicated there was a legal opinion that she would forward to him.

Mr. Marques asked why the transformer would be located outside the proposed gated area.  He wanted to know what conversations had been had with Hudson Light & Power.  Atty. Parisi suspects that there have been no discussions with Light & Power.  Mr. Marques noted that he thinks all their equipment should be kept in the fenced in area.  Mr. Marques asked why there was 10 feet between the existing fence and the proposed compound.  He noted that should be looked at.  He also noted that if MetroPCS is planning to use the existing driveway they need to coordinate locks with DPW.

Chief Braga had no issues at this time.

They will return on November 21, 2008.

29 Church Street

Mr. Marques noted that there seems to be an issue with access to the back of the Senior Center after the renovation.  He wanted the Committee to determine if there is a need for public safety access.

Chief Blood and Chief Braga both agreed that access would be beneficial.

Traffic Issues

Election Parking

Joan Wordell, Town Clerk, has sent a memo requesting temporary election parking for November 4, 2008 along Church Street.  The Committee agreed to allow the parking spaces on both sides of Church Street from Main Street northerly to the Town Hall driveway as temporary election parking only.

Mason Street

The residents of Mason Street have been notified but none were present.  Mr. Wood indicated that a property owner has been notified of operating an illegal business.  The Committee will wait to see if the problem will correct itself.

Truck Traffic on Summer Street

The Committee has reviewed the possible scenarios in rerouting traffic.  The Committee does not feel like there is a good alternate route without redirecting traffic down other residential streets.

Stop Sign at Stratton Road and Stratton Road

At this time the Committee feels this intersection operates fine with no additional signage.
