Internal Traffic Committee Minutes 09/26/08
The Internal Traffic Committee met in the Selectman’s Hearing Room, Town Hall at 78 Main Street, Hudson, Massachusetts.  At 10:00 the Committee called the meeting to order.
Present: Chief John Blood, Tony Marques, Mark Bertonassi, and Jennifer Burke

Atty. Giannetti reviewed the project with the Committee.  The site was recently purchased by RK Associates.  The potential tenant is TD Banknorth.  The proposal is to demolish the existing building and rebuild a 3,824 square foot building.  There will be 2 drive through lanes and a pass through lane all covered with a canopy.  Hey would propose to cut off access to the site from Forest Vale Road.

Mr. Lindwall reviewed the plans with the Committee.  They are proposing roof infiltration to take care of the drainage.  They have listed the required variances on the title sheet.  There are issues with the side setbacks.

Chief Blood noted that the aisle widths are too narrow.  They do not meet the required 30 feet for two way traffic.  He also has an issue with where the snow storage is going to be placed.  He would like the curb in front of the building eliminated and the island shortened to allow better turning radii for the fire trucks.

Mr. Bertonassi also had an issue with where snow would go when it was plowed.

Mr. Marques would like the entrance to Broad Street to become 90°~and a full 30 feet wide.  He feels that this is a good opportunity to correct a bad entrance.  He noted that if the site is being considered as one property the developer should look at all the drainage and correct the drainage problems in the rear of the site.  He would like the developer to review the utilities to verify their appropriateness for use.  He noted that the test pits use for drainage calculations were from 1999.  He would like to see some current data.  He also spoke about snow storage.  Finally he stated that the developer should be required to extend the sidewalk around the parcel to the entrance on Washington Street.

Ms. Burke agreed with extending the sidewalk.  She noted that the Planning Board will likely require the extension.  She also wanted to note that the issue of 1 lot vs. multiple lots needs to be resolved.  Finally she reminded everyone that the waivers are actually variances that need to come from the ZBA.

They will return with modifications in October.
