Internal Traffic Committee Minutes 06/27/08
The Internal Traffic Committee met in the Selectman’s Hearing Room, Town Hall at 78 Main Street, Hudson, Massachusetts.  At 10:00 the Committee called the meeting to order.
Present: Chief John Blood, Chief Richard Braga, Tony Marques, Mark Bertonassi, and Jennifer Burke

Traffic Issues

Packard/Cox/Lincoln Streets

Mr. Marques presented the VHB plans to the Committee.  The plans are very simple and show the installation of a signal.  Chief Braga feels that a four way stop in the intermediate is a good idea as this is a high accident intersection.  Chief agreed but would also like message boards used to identify the new four way stop.  He will try to borrow some from fire services.

On a motion by Chief Braga, seconded by Chief Blood, the Committee voted unanimously to recommend to the Board of Selectmen that the following language be added to the Traffic Regulations:

ARTICLE VI - OPERATION OF VEHICLES
SECTION 11: Stop Signs

Every driver of a vehicle, railway car or other conveyance, approaching an intersection of ways where there exists facing him an official sign, bearing the word “stop” and authorized by this section, said sign having apart from this regulation, the written approval of the Highway Department of the Commonwealth of Massachusetts, or as approved by the Board of Selectmen and such approval being in effect, shall, before proceeding through the intersection, bring such vehicle, railway car or other conveyance to a complete stop at such point as may be clearly marked by a sign or line, or if a point is not so marked then at a place between the said “stop” sign and the nearer line of the street intersection. This section shall not apply when the traffic is otherwise directed by an officer or by a lawful traffic regulating sign, signal or device, except as provided in Section 15 (C) of this article. In accordance with the foregoing, the erection and maintenance of an official “stop” sign or signs are authorized so as to face:
LOCATION
LINCOLN STREET NORTHBOUND AT COX STREET
LINCOLN STREET SOUTHBOUND AT PACKARD STREET


Handicapped Parking Space on Main Street

Ms. Burke reminded the Committee that they were supposed to review potential new locations for a handicapped parking space on Main Street.   There was a brief discussion regarding potential locations.  Chief Braga noted that Silva’s Bakery has a lot of patrons who might benefit from the use of a Handicap Space.  It was determined that the space next to Larkin Lumber’s driveway would be a good space to use.

On a motion by Chief Blood, seconded by Chief Braga, the Committee voted unanimously to recommend to the Board of Selectmen that the following changes be made to the Traffic Regulations:

Delete the following language:

ARTICLE IV- STOPPING, STANDING AND PARKING
SECTION 13: Handicapped Parking
The following spaces are designated handicapped parking areas, and as such, are subject to the provisions of Massachusetts General Law, Chapter 266, Section 120d and the Town of Hudson General By-Laws.
D.  Parking space on northerly side of Main Street one hundred fifteen (115) feet east of Manning Street.

Add the following language:

ARTICLE IV- STOPPING, STANDING AND PARKING
SECTION 13: Handicapped Parking
The following spaces are designated handicapped parking areas, and as such, are subject to the provisions of Massachusetts General Law, Chapter 266, Section 120d and the Town of Hudson General By-Laws.
D.  Parking space on northerly side of Main Street one space west of the Larkin Lumber driveway (136 Main Street).


Municipal Parking Lot behind Fire Station #1

Ms. Burke explained that now that Fire Station #1 is not used as the fire headquarters.   They probably do not need all the designated spaces as defined in the regulations.  Chief Blood indicated that they would need 6 spaces to accommodate shift change.  He would like to keep the in the upper corner next to the dumpster as the existing spaces are.  Chief Braga and Chief Blood will look at the site and report back at the next meeting.

Site Plan Review
256 Washington Street

Mr. Mills presented the proposed off site improvements to the Committee.  Stop & Shop is proposing to add the left hand turning lane on Technology Drive into the site.   They are also proposing to construct a sidewalk along Technology Drive to the eastern most entrance of Stop & Shop with a crosswalk crossing Technology Drive.  The Committee was pleased with the proposals.  Chief Braga stated that he felt it was the extension of the sidewalk and crosswalk location were to best possible choices and that Stop & Shop was acting responsibly.  Mr. Marques did express his concern regarding the 3 foot grass strip along the sidewalk.  He stated that a maintenance agreement should be in place or the strip should be removed.

Mr. Smith reviewed the minor changes to the site plan based on comments from the Committee.  All the comments have been incorporated into the new plans.

Chief Braga, seconded by Tony Marques, made a motion to approve the plan entitled “Site Development Plans Proposed Stop & Shop Fuel Facility Map 64, Lot 30-3 Technology Drive Hudson, Massachusetts” as drawn by Bohler Engineering of Southboro, MA last revised June 24, 2008.
