Internal Traffic Committee Minutes 04/25/08
The Internal Traffic Committee met in the Selectman’s Hearing Room, Town Hall at 78 Main Street, Hudson, Massachusetts.  At 10:00 the Committee called the meeting to order.

Atty. Giannetti introduced the petition to the Committee.  Mr. DeCoursey reviewed the site plan.  This is the 3rd lot on the site.  The proposal is for 16 gas dispensers under a canopy and a small kiosk.  The underground storage tanks will be off to the northern side of the property.  The traffic will follow a one way circulation pattern as shown on the plan.  A retaining wall will be constructed along the eastern edge of the property.

Mr. Mills presented the traffic impacts.  Most of the anticipated traffic will be pass by traffic.  The traffic report shows minor impacts due to the gas station.  Ms. Davis spoke about the operation of the facility.  The hours will be 6am – 11pm and 9 pm on Sunday.  The facility will be owned and operated by Stop & Shop.  There will be tie ins with the fuel facility and the grocery store including discounts for card holders.  She noted that these facilities exceed state regulations for fuel standards and safety features.

Chief Blood expressed concern regarding grades, drainage and potential spills leaving the site.  He would like to see the drainage design.  He would also like an additional hydrant on the lot.  He noted that two employees must be on site at all times.

Mr. Wood also expressed concern regarding the lack of drainage supplied.  Ms. Burke noted that she had allowed the submittal without drainage but that drainage would be supplied by the next meeting.  

Mr. Kamel noted that any water connection must take place before Technology Drive is reconstructed.  There will be a five year moratorium on opening the road once it is complete.  He suggested a stop sign be added facing westerly for cars leaving Walgreen’s approaching the exit.  He also asked about refilling the pumps and how that would be done.  Mr. DeCoursey showed the route the pumper trucks would take.  There was a question as to whether or not it could be done with cars at the pumps.  The engineers will check the templates.  Finally he asked about the snow storage location.  It will be noted for the next meeting.

There was also a discussion about adding a bathroom and how bathroom breaks would work.  Ms. Davis said that employees from the store may come relieve the fuel facility employees for breaks and that there would be cross training.  She indicated that this site is unique in that the fuel facility is across the street so Stop and Shop would have to look at procedure for this site.

Chief Braga asked about the width of the entrance lanes.  He noted that our regulations require a minimum of 15 feet.  He suggested that this be looked at.  He also requested adequate signage be provided at the eastern part of the lot to direct cars to the exit and to maintain a one way traffic flow.

Ms. Burke reminded the proponent about previous discussions regarding widening Technology Drive and adding crosswalks.  There was a general discussion about adding crosswalks and Chief Braga noted that he would not support a crosswalk to no where and that it must connect to a sidewalk.
