Internal Traffic Committee Minutes 12/21/07
The Internal Traffic Committee met in the Selectman’s Hearing Room, Town Hall at 78 Main Street, Hudson, Massachusetts.  At 10:00 the Committee called the meeting to order.
Present: Chief John Blood, Chief Richard Braga, Tony Marques, Jeff Wood, and Jennifer Burke

Site Plan Review
71 Parmenter Road
Present was:    Tom Voltero
        
Atty. Voltero presented the application to the Committee.  They are proposing to collocate on the existing radio tower.  The company provides TV for use on cell phones.  He noted the previous request by police and fire for space on the tower. He indicated that should be OK.  The applicant would also need a 12 x 24 cabinet on the ground.  It is prefab.  The generator will run once a month for exercise.

The proposed installation will be at 1090 feet and will take 30-60 days for installation with the tower work taking about 1 week.

Mr. Marques asked about wind sound.  He was told there will be no new wind sound.  He asked about lights.  Atty Voltero stated that no new lights will be added.

There was a brief discussion about the needed zoning relief.  Ms. Burke asked about additional build out in Hudson.  She was told that this will be the only site needed.

Don Garcia, 78 Parmenter Road, asked to see the plan.  He had no questions.

Chief Braga, seconded by Chief Blood, made a motion to approve the plans for 71 Parmenter Road as submitted with the condition that the Town be allowed to locate its public safety communications system on the tower when needed.

Vote:  3-0-1 (Tony Marques abstaining)

29 Church Street
Present was:    Steve Poole, Zanca Land Surveying
        Michelle Ciccolo, Director of Community Development
        Janice Long & Rita Chase, Hudson Senior Center
        
Mr. Poole presented the plan to the Committee.  The proposal is for the Senior Center expansion and rehab.  The plan also includes reconstruction of the parking lot and adding spaces in the back.  They will also add a subsurface drainage system.  He noted that they may need a new water main for the fire service.  Mr. Marques asked that the new main be a 6 inch.

It was noted that the building will be sprinkled.  Chief Blood asked that the expandability of the fire panel be investigated.

There was a discussion about the parking lot configuration and the traffic pattern as well as where the buss will park.  It was decided the traffic pattern will remain as is and there will be a bus specific space in the parking lot.

Ms. Burke noted that the snow storage location was not on the plan.  Also wheel stops should be shown in the parking lot.

Jeff Wood, seconded by Chief Braga, made a motion to approve the plans for 29 Church Street as submitted with the condition that the engineer review the 23 point narrative for completeness.

Vote:  4-0-0, Unanimous

Railroad Avenue
Present was:    Steve Poole, Zanca Land Surveying

Mr. Poole presented the plan to the Committee.  The Committee noted that only one handicap spaces should be shown and stated that space #35 should be a regular space.  The Committee would also like a crosswalk added across Pope Street.

Chief Braga, seconded by Chief Blood, made a motion to approve the plans for Railroad Ave as submitted with the conditions that space # 35 lose it’s handicap designation and that a cross walk be added crossing Pope Street.
