Internal Traffic Committee Minutes 06/29/07
The Internal Traffic Committee met in the Selectman’s Hearing Room, Town Hall at 78 Main Street, Hudson, Massachusetts.  At 10:00 the Committee called the meeting to order.
Present: A/Chief John Blood, Chief Richard Braga, Tony Marques, Jeff Wood, and Jennifer Burke

Traffic Issues
Rutland Street

Ms. Burke noted that the residents of Rutland Street had been noticed regarding this discussion.  Mr. Marques reiterated his comments from the previous meeting.  He noted that a resident approached him concerned about the safety of parking on both sides of Rutland Street.

Chief Braga and A/Chief Blood both visited the site prior to the meeting and noted their concerns as well.

Jim Grillo, 2 Rutland Street, stated that a large part of the problem is the parking of large commercial vehicles on the street.  He also noted that at the problem is more pronounced at the Washington Street end.

Harold Rouse, 17 Rutland Street, also noted the problems not only driving down the street but also backing out of his driveway.

A/Chief Blood noted that he would recommend eliminating parking on the hydrant side of the street.

Chief Braga, seconded by Jeff Wood, made a motion to recommend to the Board of Selectmen that the Northerly side of Rutland Street be made no parking.

Vote:  4-0-0, Unanimous

Reed Road/Rotherham way

Ms. Burke noted that two residents of The Villages at Quail Run came to her to express concern regarding the speed limit on Reed Road and the intersection of Rotherham Way.  It was noted that the speed limit has been recently reviewed by Mass Highway.  It is a thickly settled area and the speed limit is appropriate.  Mr. Marques will observe the area to determine if any signage is needed regarding the “blind” intersection.

Tower Street Speed Limit

Chief Braga has completed the speed study.  The Committee recommended that the Selectmen send a letter to Mass Highway asking for a review of the speed limit on Tower Street.




Zina Road

Mr. Marques noted that now that the reconstruction of Zina Road is complete, he would recommend that the Board of Selectmen authorize stop signs at both ends. The Committee agreed.

Site Plan Review
190 Washington Street
Present was:    Scott Hayes, Foresite Engineering

Mr. Hayes presented the amended plan to the Committee.  He has pushed the parking lot back 20 feet to accommodate the widening of Rte. 85.  A sidewalk is shown on the plan along the frontage.  It is currently shown as conceptual until the Rte. 85 design is complete.  Also the parking spaces have been reconfigured and the handicapped spaces have been moved.  Finally they are proposing large boulders to block the existing bit drive.

Chief Braga was glad to see the driveway blocked.  He also noted that the right in/out needs to be more strict to prevent left turns.  He would like to see an island consistent with those that have been required before.

Mr. Marques expressed concern regarding the swale along the side and rear and wanted adequate protection for the abutter.

Mr. Wood agreed with Chief Braga regarding the drive entrance.  He also noted the need for a Common Victullar’s license from the Board of Selectmen.

Tony Marques, seconded by John Blood, made a motion to approve the site plan for 190 Washington Street as drawn by Foresite Engineering, dated April 16, 2007, last revised June 15, 2007 noting the concern that the driveway be more formally restricted to right in and right out only.

Vote:  4-0-0, Unanimous

66 Cox Street
Present was:    Steve Poole, Consolidated Design Group
        
Mr. Poole explained that this plan had been previously approved.  The two year window on the site plan approval had expired so a new filing was required.  Nothing has been changed on the plan.

Tony Marques, seconded by Jeff Wood, made a motion to approve the site plan for 66 Cox Street as drawn by Consolidated Design Group, dated June 13, 2007.

Vote:  4-0-0, Unanimous


454 River Road
Present was:    Jim Masiero, Masiero Woodworking
        
Mr. Maseiro explained that this plan had been previously approved.  The two year window on the site plan approval had expired so a new filing was required.  Nothing has been changed on the plan.

Tony Marques, seconded by Jeff Wood, made a motion to approve the site plan for 454 River Road as drawn by Thomas Land Surveyors, dated March 14, 2005 last revised May 2, 2005.

Vote:  4-0-0, Unanimous

1 Glendale Road
Present was:    Steve Poole, Consolidated Design Group
        Christopher Yates, Atty. at Law

Atty. Yates presented the plan to the Committee.  He explained that they would like to expand the existing multi family use.  He stated that they have already been before the ZBA and that hearing has been continued.  He also noted there is an approved septic plan an approved order of conditions.

A/Chief Blood asked about the “breezeways” that connect the units.  He was told they will be screened in porches.  A/Chief Blood stated that the units will require sprinkling as there are 4 or more.  He also noted that the driveway entrance and the drive in front of unit C must be 30 feet wide.

Mr. Wood asked that the setbacks be added to the plan.  He also stated that the project will be controlled construction and a licensed architect will be needed.

Mr. Marques stated that the size of the water service will likely have to be increased.

Chief Braga, seconded by A/Chief Blood, made a motion to approve the site plan for 1 Glendale Road as drawn by Consolidated Design Group and to authorize the signatures upon changes to the plans as noted above.

Vote:  4-0-0, Unanimous

234 Washington Street
Present was:    Michael Dryden, Heritage Design Group
        Eric Knapp, Plaza Properties
        
Mr. Dryden presented the plan to the Committee.  They are proposing to reconfigure the parking and complete the landscaping.  For the total site 124 spaces are required and they are proposing 140.  A review of the previously approved plan showed an improvement in design.

A/Chief Blood noted that all drive aisles need to be 30 feet wide.

Mr. Marques asked to see the parking space numbers for all three lots.

Chief Braga, seconded by Jeff Wood, made a motion to approve the site plan for 234 Washington Street as drawn by Heritage Design Group and to authorize the signatures upon changes to the plans as noted above.
