Internal Traffic Committee Minutes 02/23/07
The Internal Traffic Committee met in the Selectman’s Hearing Room, Town Hall at 78 Main Street, Hudson, Massachusetts.  At 10:00 the Committee called the meeting to order.
Present: A/Chief John Blood, Chief Richard Braga, Tony Marques, Jeff Wood and Jennifer Burke

Traffic Issues
Deck Hockey Parking
Present was:    Linda Ghiloni, Director of Recreation
        Arthur Redding, Park Commission

Ms. Ghiloni distributed a plan with a parking proposal that will buy time so that the deck hockey league can relocate.  The proposal is to park on the second rink.  Mr. Evangelous will send a notice to parents and will have someone to direct traffic during games.

Mr. Redding stated that the Park Commission knows that the league has outgrown the facility.  They feel this is just a “Band-Aid” fix.  He also noted that if the hockey league moves to another location, the rink would be abandoned.

Mr. Wood stated that he is in favor of the plan but suggested that the Committee be able to review the plan prior to the fall season.

A/Chief Blood asked where they would do game prep.  He was told there wouldn’t be any.

Chief Braga stated that as a temporary fix, it would be ok.  He suggested the following changes:
Kitty cornering parking space #45 to allow for easy maneuverability
Add a crosswalk from spaces 1-6 to the existing shed.
Move the handicap spaces to spaces # 31 & 32

Chief Braga, seconded by A/Chief Blood, made a motion to approve the plan entitled “Sketch Plan of Proposed Parking Layout” as drawn by Thomas Land Surveyors & Engineering Consultants, Inc. for Hudson Deck Hockey League, Matt Evangelous, dated February 20, 2007 as a temporary measure with the following conditions:

That the plan be revisited at the Committee’s August meeting prior to the Fall hockey season to determine if the plan has been successful during the Spring hockey season.
That the handicap spaces be moved to spaces numbered 31 & 32.
That a crosswalk will be added from spaces 1-6 across to the existing shed.
That parking space #45 will be kitty cornered to allow for better maneuverability.

Vote:  3-0-1, with Tony Marques abstaining

Site Plan Review
3 Highland Park Avenue
Present was:    Mark Donohoe, Acton Survey & Engineering

Mr. Donohoe presented new plans to the Committee.  He added screening to the Coolidge Street side of the property.  He added an inlet per Tony’s request and noted the Lock Box on the plan.

Mr. Donohoe asked about the location for the domestic water line.  Mr. Marques showed him where it should go.

The Committee requested that the following items be added to the plan:
A note regarding sprinkling the building
Building Dimensions
Snow Storage Calculations
Fire lane markings

Chief Braga noted that the trash pickup should happen so as not to violate the noise by-law.  Mr. Donohoe will add a note to the plan.

Finally a note should be added to the plan regarding the installation of a fence on the retaining wall where the drop is greater than 4 feet.

Tony Marques, seconded by Chief Braga, made a motion to approve the plan entitled “Site Plan Drawings 3 Highland Park Avenue Hudson, MA 01749” owned by Wayside Development Trust of Acton, MA as drawn by Acton Survey & Engineering, Inc., dated December 20, 2006 last revised February 6, 2007 and to authorize the signatures upon changes to the plans as noted above.

Vote:  4-0-0, Unanimous
