Internal Traffic Committee Minutes 09/29/06
The Internal Traffic Committee met in the Selectman’s Hearing Room, Town Hall at 78 Main Street, Hudson, Massachusetts.  At 10:00 the Committee called the meeting to order.
Present: Chief John Blood, Chief Braga, Tony Marques, Mark Bertonassi and Michelle Ciccolo

Traffic Issues
Cox Street/Municipal Drive

The Committee received a memo from Linda Ghiloni regarding proposed “No Parking” signs.  There was also a discussion regarding asking the Deck Hockey League to stagger games.  Peter Ferrantino from the DPW noted that Vehicles always block the gates to the yard.  Employees can not respond to alarms because they can not get through.  He also noted that children run through the parking lot and cause an unsafe situation.

There was discussion of the police adding temporary no parking signs.  Chief Braga noted that he could post both sides of the driveway and the south side of the lot.  There was a discussion about how the DeckHockey League has expanded and may have potentially outgrown the facility and the terms of the lease were discussed.

ARRT Signage & Crosswalks

There was a discussion about the signage on the rail trail as well as two problem crosswalks.  The Committee tabled the issues until MassHighway finishes with the signage that they are posting.

High Street & Cross Street

Chief Braga expressed concern that vehicles park too close to the intersection and cause an unsafe condition.  It was noted that there is a legitimate violation by parking too close to the intersection, but at this location it has become a constant issue.  Mr. Marques noted that the new parking lots were recently completed and the item should be tabled to the next meeting so that the Committee can determine if the new lots control the issue.  Chief Braga also noted that Saturday nights are a concern.

The Committee was presented with a proposal for the additional development at the proposed Walgreen’s.  The proposal shows a full access driveway with wider lanes on Washington Street to allow for a dedicated left turning lane.

Mr. Marques and Chief Braga do not like the painted island.  Committee members also stated that the second drive as proposed was not to their liking.  Due to the complexity of the intersection and the amount of traffic flowing through the intersection, Mr. Marques also stated that the full proposal when submitted to the ITC, it should be reviewed by the Town’s traffic consultant.
