Internal Traffic Committee Minutes 07/28/06
The Internal Traffic Committee met in the Selectman’s Hearing Room, Town Hall at 78 Main Street, Hudson, Massachusetts.  At 10:00 the Committee called the meeting to order.
Present: Chief John Blood, Captain Dave Stephens, Tony Marques, Jeff Wood and Jennifer Burke

Traffic Issues

Parking along Cox Street
Mr. Marques expressed concern that emergency vehicles have a difficult time navigating the area when deck hockey is in session.  Captain Stephens noted that Chief Braga recommended restricting parking on both sides of the street from Lee Circle to the Cox Street Bridge.  Mr. Marques suggested that the lessor and lessee come up with a parking plan for the site.  The other members agreed.

ARRT Parking
Ms. Burke noted that Michelle Ciccolo requested that the committee limit the parking in the ARRT lot on Washington Street to 3 hours.  The Committee felt that would discourage use of the trail.  They suggested starting the signs with ARRT Parking Only.

Jeff Wood, seconded by Tony Marques, moved to approve signage in the ARRT parking lot on Washington Street that says “ARRT Parking Only.  All others towed at owner’s expense.”

Atty. Giannetti briefly updated the Committee on the plan changes.  The northerly drive on Washington Street has been changed to right in right out only.  The southerly drive has been made a full service access.  They have added sidewalk along the property frontage.  He also noted the applicant has committed to provide its portion of the right of way for the widening project along Rte. 85.  Atty. Giannetti told the Committee that the project for approval is strictly the Walgreen’s at this time.  The developer will come back to the Committee when additional approvals are needed.

Mr. Reinke reviewed with the Committee the updated site plan.  Mr. Mills reviewed with the Committee the updated traffic study.  He briefly reviewed the southerly two-way entrance on Rte. 85.  He noted that it appears feasible if the merge is pushed passed the entrance.

Mr. Marques asked that Technology Drive lanes be reconfigured to allow the merge to occur passed the proposed new driveway.  He asked that the water utilities be looked at.  He also suggested that the roof drains be separated from the stormwater system.
Captain Stephens stated that the island at the northerly Washington Street entrance should be more dramatic to prohibit left hand turns.  He stated that the Police Chief is adamantly against any left-hand turns onto Washington Street.  There is a potential for too many accidents.  He also noted that the handicapped language needs to be on the plan.

The developer will make changes to the plan and return to the Committee on August 15, 2006 at 11:30 am.
