Internal Traffic Committee Minutes 3/27/06
The Internal Traffic Committee met in the Selectman’s Hearing Room, Town Hall at 78 Main Street, Hudson, Massachusetts.  At 10:00 the Committee called the meeting to order.
Present: Chief Frederick Dusseault, Chief Richard Braga, Tony Marques, Jeff Wood and Jennifer Burke

Traffic Issues

Street Light on Forest Avenue
The Forest Ave. Home & School Association sent a letter requesting the installation of a street light at the entrance to Forest Avenue School.  Mr. Marques indicated that there is a cost associated with the light.  Another light would have to be removed in Town.  He stated that the school is fairly lit up.

Ms. Burke asked if the sign at the entrance was lit.  She was told no.  She suggested asking the School Department to put a light at the sign.  The Committee suggested looking into other options and approaching the school before coming back.

One Way Signage at Church Street
Chief Braga presented his memo regarding vehicles exiting the Boy’s & Girl’s Club Parking Lot.  He indicated that his officers feel the majority of the traffic driving down Church Street the wrong way is from the Club.  The Committee was hesitant to keep adding signs.  The Committee suggested asking the Club to inform patrons of the nature of the street and to install their own signs at the drives.

24 Coolidge Street
Present was:  Gerald Buzanoski, Ducharme & Dillis
                      Brain Lafferty, Empire Management
                      Aldo Cipriano, Town Counsel

Mr. Buzanoski presented the plans to the Committee.  The proposal is for two additional areas of parking.  There is a proposed drainage system under one of the areas as well as area lighting.  He noted that the retaining wall/ riprap slope from the earlier plan had been eliminated.  He noted that he recognized the DPW concerns relative to the existing water main.  The applicant has proposed to install 2 dry lines to be activated if there is a problem with the existing mains under the parking area.  He also noted that they are proposing signs in the rear of the building to prohibit parking along the building.  ConCom/DEP permits have already been issued.

Chief Dusseault asked about the loading patterns.  Mr. Buzanoski presented a plan showing the loading pattern.  The Committee asked for a copy of the plan.  He asked if any trailers were proposed.  He was told no.

Mr. Wood noted that a 1:40 scale plan was required.  He noted that the  walls would need to be designed and stamped by a PE.  He indicated that the plan was missing the existing fire lanes and parking as well s building dimensions.  Mr. Wood stated that the major issue is parking vehicles on public property.  The Town has notified the dealership in the past of this violation and it has not been corrected.  Mr. Wood proposes a barrier along the property line to prevent the illegal parking.

Mr. Marques stated that the average cover over the existing water mains is 8 feet.  The applicant proposes to add 16 feet.  Mr. Marques stated that he is requesting the applicant hook up the dry water pipes at the time of construction.  Mr. Lafferty indicated he would not do that.  There was a discussion about the cost f the work and the reasons why it should be done versus why the applicant does not want to do it.

Chief Braga reiterated the issues identifying the existing parking  and the cars parked on Town property.  He agreed with Mr. Wood regarding the barrier and said that if cars continued to be park in that location he would have them towed.

There was another question about the internal drive being two-way traffic and if it is it should be 30 feet wide.  The original site plan was presented and it showed the traffic as one way traffic.

The applicant asked for a break to discuss the water main issue.  After the break, an agreement was made that the applicant would elbow the pipe closer to the existing mains.  He will provide the committee with a detail.

They will return Friday at 10:30am.

400-404 Main Street
Present was:  Steve Poole, Consolidated Design Group

Mr. Poole presented the revised plan to the Committee.  The address is now officially 402 Main Street and the development will  be called Sycamore Heights.  He noted that all comments were incorporated into the plan.  He showed a walkway accessing Unit 1.  The Committee stated that they wanted a drive off of Unit 1 so there would be no confusion.

He will redraw the access and return on Friday.

66 Cox Street
Present was:  Steve Poole, Consolidated Design Group

Mr. Poole presented the plan to the Committee.  This plan was approved a couple of years ago.  The plan has changed since the original approval.

Mr. Marques asked what would be done with 64 Cox Street.  Mr. Poole was unclear.  Mr. Marques indicated that the parking would need to be eliminated.  Chief Dusseault recommended sprinklers and fire alarms.  He requested a fire alarm along the stone wall.  Mr. Wood suggested a pole light at the entrance.

Mr. Poole will make corrections and come back in April.
