Internal Traffic Committee Minutes 02/24/06
The Internal Traffic Committee met in the Selectman’s Hearing Room, Town Hall at 78 Main Street, Hudson, Massachusetts.  At 10:00 the Committee called the meeting to order.
Present: Chief Frederick Dusseault, Chief Richard Braga, Jeff Wood and Jennifer Burke

Traffic Issues

Speed Limit on River Street
The Selectmen had asked the committee to look at the speed limit on River Street.  It appears that it is inconsistent along the length of the street.

Jeff Wood, seconded by Chief Dusseault, made a motion to begin the required survey of vehicles in preparation of asking the state to review the speed limits on River Street.

Vote: 3-0-0 Unanimous

One Way Signage at Church & Pope Streets
Ms. Burke explained that a citizen had expressed concern that when a vehicle exits the Citizen’s Bank parking lot the signage indicating the one way streets is not clear.  After a brief discussion of the existing signage, the Committee recommended that the DPW install a “No Right Turn” sign exiting both drives onto Church Street and a “One Way” sign exiting the drive onto Pope Street.

Railroad Ave.
The Committee is in receipt of a request from Michelle Ciccolo asking if a stop sign should be place on Railroad Ave. at the intersection of Railroad Ave. and Pope Street.  Chief Braga expressed concerns that Railroad Ave. is not a public way and therefore a stop sign would not be enforceable.  After a brief discussion, the Committee determined that if Railroad Ave. is a public way a stop sign should be installed, but if it is not a public way, a stop sign would not be appropriate.

400-404 Main Street
Present was:  Steve Poole, Consolidated Design Group

Mr. Poole presented the plan to the Committee.  The Applicant would like to construct 10 condominium units.  He noted the differences with the previous proposal.

Chief Dusseault asked that a Fire Lane be noted in front of the hydrant.  He requested that building #10 be sprinkled.  The Applicant agreed to sprinkle building 10.  There was a discussion about the project name and the addresses.  The units will all be a Main Street address.  He asked that bollards be installed around the existing hydrant in front of 404 Main Street and that a strobe light be attached to each building that will indicate which building is in alarm.

Mr. Wood noted the items missing on the plan including building height, building setbacks and the size and height of the sign.  He also asked that the applicant install a sidewalk throughout the project and lighting at the entrance.

Chief Braga noted that the fire hydrant at the end of the driveway is located in the middle of the proposed snow storage area.  The hydrant could be damaged by plows or could be difficult to reach in a snowstorm.  It was recommended that the hydrant be moved in front of the northernmost unit on the westerly side of the site (shown on these plans as unit 5).  He stated that all his other observations had been address by other members.

Ms. Burke asked about a crosswalk across the driveway and if the entrance to the ARRT was close by.  If it is she suggested a crosswalk to the trail.  She also asked if there was room for a playground for young children.  The applicant indicated that he should be able to install something.

Chief Dusseault asked about the existing drive for 404 Main Street.  Mr. Poole indicated that the drive would remain.  Chief Dusseault and Chief Braga expressed concern regarding public safety vehicle access.  It could be confusing if there is more than one driveway.  The Committee would like to see an access for unit 10 off the main drive.

The applicant will return with new plans at the next meeting.
