Internal Traffic Committee Minutes12/29/05
The Internal Traffic Committee met in the 3rd Floor Conference Room, Town Hall at 78 Main Street, Hudson, Massachusetts.  At 10:00 the Committee called the meeting to order.
Present: Chief Frederick Dusseault, Chief Richard Braga, Jeff Wood and Jennifer Burke

35 School Street
Present was:  Steve Poole, Consolidated Design Group
                     Todd Marsh

It was noted that Tony Marques provided written comment to the Committee and Applicant.

Mr. Poole presented the plan to the Committee.  The proposal is for four townhouse style condominiums.  The lot is pre-existing non-conforming and the applicant will have to go to ZBA.  The units will be connected to water, sewer and gas.

The building will be about 38 feet high.  The third floor will contain an attic space.  There will be a retaining wall around the back of the property.  Mr. Wood noted that for 25 feet off the street line, the developer needs to keep the wall under 3 ½ feet.

Each unit will have two parking spaces.  One in the garage and one in front of the garage.  There will also be four visitor spaces along the sides.  There will be two 18-foot entrances.  They will accommodate one way traffic.  The appropriate signs have been added.

Mr. Wood expressed concern regarding the snow storage locations.  They are shown right on the street line.  This could cause some sight distance issues.  Mr. Poole indicated that the storage areas could be moved closer to the building.  The Committee requested that excess snow be trucked off site.

There was some discussion regarding the proposed landscaping in the right of way.  Mr. Wood expressed concern that the developer would be encroaching on town property.  It was noted that any improvements in the right of way would be at the developer’s own risk.  The Committee requested a sidewalk be installed to length of the property.

It was noted that the building would be sprinkled.  Tony Marques had indicated the need for a new fire hydrant in his memo.  Chief Dusseault stated that it might not be necessary.  If the hydrant across the street is of good quality, that should be adequate for the department.  Mr. Poole will check with Mr. Marques next week.  Finally there should be a fire lane along the front island and it should be designated by signs at the corners of the island.

Jeff Wood, seconded by Chief Braga, made a motion to approve the plan for 35 School Street subject to the following conditions:
The snow storage areas will be moved closer to the buildings and a note will be added to the plans indicating that excess snow will be removed from site.
Any landscaping within the Town’s right of way will be done at the owner’s risk.
A sidewalk will be installed along the front of the property.
A fire lane will be added along the front island with appropriate signs installed at the corners of the island.

Vote: 3-0-0 Unanimous

Cox/Main Streets

The Chief Dusseault had a conversation with a concerned citizen regarding the reset length for the Opticom System.  The citizen had to wait at the intersection of Cox and Main Streets when a fire truck turned down Mackin Road.

The Chief indicated that he will address the issue internally but wanted the Committee to know that it had been brought up.  Members of the Committee discussed the issue but maintained that the timing is set to industry standards.
