Internal Traffic Committee Minutes 06/24/05
The Internal Traffic Committee met in the Selectman’s Hearing Room, Town Hall at 78 Main Street, Hudson, Massachusetts.  At 10:00 the Committee called the meeting to order.
Present:  Chief Richard Braga, Tony Marques, Chief Frederick Dusseault, Jeff Wood and Jennifer Burke
        
Traffic Issues

River Street
Chief Braga read the regulations to the Committee and asked if anyone could help to clarify the directions as they relate to the restricted parking areas closest to the downtown.  Mr. Marques explained that the “parking zone” referred to in the Traffic Rules & Regulations is most likely the formerly meter zone at the fire station.  The regulation is clearer now.

Reed Road/Technology Drive/Intel Driveway
Mr. Wood indicated that the Intel employees are at some fault.  It is clear that people do not stop to enter the driveway.  Ms. Burke noted that she does not think the speeds are as great as portrayed.

Mr. Marques presented some research he had done.  There are different signs and message boards that could be purchased and installed by Intel for a nominal fee.  He also noted that there is a traffic message board that could be purchased through grants funding.

Mr. Marques also recommended that the ITC recommend to the Selectmen that the stop sign at the end of Intel’s driveway be added to the traffic rules and regulations.  That way the police would be able to enforce the stop sign.

Tony Marques, seconded by Chief Dusseault, made a motion to recommend to the Board of Selectmen that the stop sign at Loop Road and Technology Drive be added to the Traffic Rules and Regulations.

Vote: 4-0-0 Unanimous

Hillside Retirement Community
Present was:   Tom McCarthy, Lloyd Geisinger & Don Springhetti

Mr. McCarthy indicated that the variances have been granted.  The plan is going before the Planning Board on July 19, 2005.

Mr. Wood noted that the driveway to the community center is only 20 feet.  Per the variance it has to be minimum of 26 feet.  Mr. Marques indicated that on the plans the Town of Hudson parcel is identified as Intel and that should be changed.

Chief Dusseault stated that the water main size as shown on the plan is 8 inches.  He indicated that an 8-inch main would not meet the requirement of 1500 gallons per minute.  He noted that it should be sized appropriately to provide 1500gpm flow.

Chief Dusseault stated that although not a requirement he would like the detached units sprinkled.  He cited an NFPA recommendation to sprinkle all single family homes.

Chief Braga, seconded by Tony Marques, made a motion to approve the site plan for the Hillside Retirement community as presented with the following conditions:
The drive to the community center will be no less than 26 feet wide.
The Town of Hudson parcel will be identified correctly on the plan.
The water main will be sized appropriately to provide 1500gpm flow.

Vote: 4-0-0 Unanimous

3 Bonazzoli Avenue
Present was:   Adam Braillard

Chief Braga recused himself.

Mr. Braillard reviewed the plans with the Committee.  They are proposing to locate a wireless communications facility a 3 Bonazzoli Avenue by attached nine antennae to the rooftop.

Mr. Wood asked about location in the WCF District.  Mr. Braillard stated that research has been done and this seems to be the best location for complete service.  Ms. Burke noted that the ZBA could grant a special permit outside the WCF District if certain criteria are met.  It is up to the ZBA to review the application and make that decision.

The Committee expressed concern that the applicant has come before them without all the variances granted.  Chief Dusseault expressed concern that this site has had problems in the past.  He would like to see a full site plan review so that all the issues can be addressed.

The Board took no action and asked Mr. Braillard to come back after meeting with the ZBA.
