Internal Traffic Committee Minutes 02/25/05
The Internal Traffic Committee met in the Selectmen’s Hearing Room at 78 Main Street, Hudson, Massachusetts.  At 10:00 the Committee called the meeting to order.
Present:  Chief Richard Braga, Bob LaBossiere, Deputy Chief John Blood and Jennifer Burke
        
Traffic Issues

Ms. Burke reviewed with the Committee a request from the Board of Selectmen to examine the right turn ability from eastbound Main Street onto Glendale Road.  She noted that this request is similar to that of last month.  The Selectmen asked to be consistent.

Chief Braga, seconded by Bob LaBossiere, made a motion to recommend to the Board of Selectmen that a “No Right on Red” sign be erected eastbound on Main Street at the Glendale Road intersection.

Vote: 3-0-0 Unanimous

Sauta Farms
Present was: Art Peters & Jack Sargent

Mr. Peters reviewed that he had visited each Department Head to discuss reducing the road width inside the Sauta Farms Development.  They would like to reduce it to 26 feet with cape cod berms.  Each Department Head seemed OK with the idea.  Chief Braga noted that while he had no real problem with the change he was not comfortable recommending that to the Planning Board.  He stated that he wished to remain consistent with past recommendations of 30-foot drives in this type of development.

Deputy Chief Blood stated that he would have a concern in the winter.  He felt that it should be maintained at 30 feet.

Mr. LaBossiere had no comment because the roads would remain private.

Ms. Burke said that she would ask Chief Dusseault and Jeff Wood to supply written comment for the Planning Board.  The Committee had no official recommendation for the Board but would forward the minutes of this meeting.  

Grace Baptist Church
Present was: Paul Giannetti, Atty. at Law

Atty. Giannetti explained that his client would like to expand the building, which will then lead to an increased need for parking.  They are acquiring the neighboring parcel to be used for parking.  They are proposing a shared access drive with the industrial park.  A total of 765 spaces will be proposed which exceeds the parking requirement.

The Committee commented on the following items.  Appropriate lighting should be used.  Clear and safe pedestrian travel ways i.e. sidewalks, crosswalks should be considered.  Finally the Committee noted that the access easements should be clear and straightforward.

Washington Street
Present was: Colleen Cappucci

Ms. Burke explained to the Committee that she and Ms. Cappucci had met to discuss this property.  Ms. Cappucci is interested in submitting a “friendly” 40B to the Town that will involve commercial office space on the first floor and residential on the upper floors.

Ms. Cappucci reviewed her idea with the Committee.  She would propose a three-story building with 2-3 commercial units and about 30 residential units.  She did not have any building plans but asked for general comments on the idea.

Chief Braga noted his concern regarding the driveway location.  He suggested she might want to do a localized traffic study of the immediate area to find the ideal location of the driveway.

Mr. LaBossiere said that crosswalks & sidewalks should be looked into because people will want to walk across to Wal-Mart

Ms. Burke stated that the Town would prefer rentals so that all 30 units can count in our housing stock.  She also asked Ms. Cappucci to consider greater than 25% affordable.  Ms. Burke also reminded Ms. Cappucci that there is a limit to the commercial space you can have in a 40B project.
