Internal Traffic Committee Minutes 11/02/04
The Internal Traffic Committee met in the Selectmen’s Hearing Room at 78 Main Street, Hudson, Massachusetts.  At 10:00 the Committee called the meeting to order.
Present:  Chief Richard Braga, Chief Fred Dusseault, Tony Marques, Jeff Wood
Discussion:     Truck Traffic on Stow’s Marlborough Street
Present: Chief Rubello, Selectmen Carol MacAry, DPW Director Michael Clayton

Chief Rebello explained that traffic on Stow’s Marlborough Street, which is directly affected by traffic on Hudson’s Chestnut Street, has become a problem in terms of speed and volume.  Approximately 5% of the traffic is commercial, and Stow is exploring a truck ban on the Road.

The Committee is willing to work with Stow.  Mr. Marques explained that Hudson is not prepared to deal with the impact that it could expect once trucks are banned on Marlborough Street, however the Committee is willing to meet again to explore options.  The Committee wondered if a truck ban was warranted, as commercial traffic only represents 5% of the volume on this road.

Discussion:   Driving on O’Neil and Cottage Streets

Chief Braga received a complaint regarding the complainant’s inability to pass easily at the intersection of O’Neil and Cottage Streets when cars are parked on both sides of the road.  The Committee reviewed the issue, and opines that the conditions at O’Neil and Cottage Street are typical for Hudson’s older subdivisions, and that no action is warranted at this time.

Discussion:   Crosswalk at Wood Square Fire Station

The Committee has received a request to review pedestrian safety at the crosswalk at Wood Square Fire Station.  The Committee noted that on a previous date it removed a parking spot from the area in order to increase visibility, and therefore safety, at the crosswalk in question.  The Committee will add a pedestrian safety cone to this crosswalk.

Discussion:    Oak Ridge Estates

The Committee elects to send its Oak Ridge Estates Reviews to the Planning Board as a Committee, rather than separately.  The Committee noted for the benefit of the Planning Board that the proposed definitive plan must comply with the Town’s by-laws, and said plan does not currently appear to do so.  In particular, the Committee recommends that the Board note the non-compliant road widths.

Discussion:    Knott’s Clearing

The Committee discussed and settled on a numbering system and street name for Knott’s Clearing.

Discussion:    Green Street Traffic Flow

Richard Braga, seconded by Tony Marques, moved, in light of the recent church closing, to recommend to the Board of Selectmen that it reverse the Sunday one-way traffic provision on Green Street, and reinstate two-way traffic flow on Green Street on all days of the week.

Vote: 4-0-0, Unanimous.
