Internal Traffic Committee Minutes 10/05/04
The Internal Traffic Committee met in the Selectmen’s Hearing Room at 78 Main Street, Hudson, Massachusetts.  At 10:00 the Committee called the meeting to order.
Present:  Captain David Stephens, Chief Fred Dusseault, Tony Marques
Absent:  Jeff Wood
Site Plan Review:     Lot 1, Kane Industrial Drive


Site Plan Review:     Coolidge Street (Route 62)
Present: Tony Ferecchia, Tony’s Auto Sales;  Joseph Peznola, Hancock Associates

Mr. Peznola explained that the plan revisions he has presented were done to accommodate the Wetlands Protection Act at the direction of the Conservation Commission.

Fire:
The parallel parking design minimizes fire access.  The Fire Department can live with the design, but it could be better.
The Applicant will need to add a master box.
The Applicant will need to tie in to the municipal fire alarm system.

Police:
Handicapped parking signs must be shown on the plan.

Building Department:
The Applicant is in possession of a memo from the Building Commissioner, detailing his concerns, as the Commissioner was unable to attend today:

Handicapped parking signs should be shown on plan.
The Applicant will need to take the project before the ZBA to address the issues of side and rear setbacks  and parking.
The proposed use will require a permit from the Board of Selectmen to sell vehicles.

Public Works:
The applicant needs to ensure visibility leaving the drive.


Tony Marques, seconded by Chief Dusseault, moved to approve the plan with the conditions that:
Handicapped parking sign notation will be added to the plan.
The Applicant must petition the ZBA to address the issues of side and rear setbacks and parking.
The proposed use will require a permit from the Board of Selectmen to sell vehicles.
The applicant will circulate the plans for signing by the Committee when said changes have been made.
Vote: 3-0-0, Unanimous.

Site Plan Review:  Sauta Properties
Present:  Jack Sargent, Midland Development  

The  Applicant will need to Review drainage system.

Fire:
Sprinkle all buildings
Grade near the detention system, 9
Construction of detention system
Fire alarm system installed throughout complex.

Police:
66 units in watershed, is this allowable? Aldo’s interpretation is allowable.
Main Street entrance must be right turn only.  Signage should be posted.
Street lights how far apart?  Post lights at ends of driveways. Should be considered for final.
Sidewalks seem to vary from one to two sides.  Two is preferred, but can live with one..
Handicapped spaces at community center should be signed and shown on plan.
Persons in community center at give time:  5 spaces, planned for small groups.  Most would walk to it.
Community center access road:
Snow storage: can’t go past basin to prevent visibility obstruction.

Building Department:
Mr. Marques read a memo from the Building Commissioner into the record.

Public Works:
Loop watersystem,  recommended.
Given that main has not had final coat of pavement would be inherent on applicant to contact contractor for road to install water line off roadway.
Approx 25 acres, please provide definitive area.
Where is 25 acres, where is 5/5 acres for athletic, is it contained in original 25 acres we are proposing. 99 year lease? Then specify on plan.
25 acres not available, therefore numbers of units will need to be reduced.
Must be clarified before planning and zba.

Individual  buildings sprinkled….strict requirement must come after water meter, not before, size of line must be designed to accommodate requirements.
One water meter per building, up to 8 units on one meter, to build condo association as opposed to individual units.

Show abutters on plan.  App will add one sheet with actual surveys, abutters, etc.

Show a bit more to right of plan,esp. with fire station located there.

710 Main Street

Fire:
The Applicant can not use on-site wells for the sprinkler system.
The project must be linked into the municipal water supply.

Public Works:
The Applicant should change the plan to reflect a well placed in a vault.

FD/tm approve when Braga available he will be requested to sign.

Dunkin Donuts
Committee believes conditions don’t warrant changes, but would like to review after bridge has been reopened.

Officer Perry asks BOS to incorporate into Traffic Rules and Regs signage to allow ticketing.  Time limit for visitors?

Fire: parking in back is an issue and must be defined/categorized.
Constant loading dock violations: check on current posting, incorporate into this plan.
Administration is on board, is school committee.

Endorse the parking plan as presented, run by both committee and admin before BOS.
Stevens/fd unanimous.

400 Main Street:
Add intention to sprinkle to notes or provide letter.
Verify location of sewer, it’s not in middle of road.

Fire: tie into muni fire system, rec strongly.

Approve subject to changes. Unanimous.

Will send Paul a sketch and suggested intersection improvement.

Administration
Tony Marques, seconded by Frederick Dusseault, moved to
Make no changes at this time to traffic regulations at the intersection of Washington and Houghton Street, or at the entrance and exit of Dunkin’Donuts, as the flow of traffic would be too greatly impeded; and
To revisit the issue if necessary once the Broad Street Bridge has been reopened.
Vote: 3-0-0, Unanimous.

The meeting was adjourned at approximately 12:00 noon.
