Internal Traffic Committee Minutes 09/21/04
The Internal Traffic Committee met in the Selectmen’s Hearing Room at 78 Main Street, Hudson, Massachusetts.  At 10:00 the Committee called the meeting to order.
Present: Chief Richard Braga, Chief Fred Dusseault, Tony Marques, and Jeff Wood
Administration
The October 5th meeting will be held at 10 am.
The October 19 meeting will be held at 11 am.

Site Plan Review:     Lot 1, Kane Industrial Drive
Present:  Jonathan Markey, Foresite Engineering

Mr. Markey presented the project.  The applicant proposes a 5500-square foot building with parking lot, sewage and drainage, within the watershed protection district.

Fire Department:
Chief Dusseault requested a detail plan showing the weight bearing capacity of the pavers
A sprinkler system is also requested.
A fire alarm system is necessary, preferably tied into municipal system


Police Department:
Chief Braga informed Mr. Markey that handicapped parking spaces must be appropriately described on the plans, and that they should meet all the Town’s criteria.
The internal driveway and the entrance must be thirty feet wide.
Lighting as shown is adequate.
The Chief has concerns about whether large trucks would be able to make turns from the internal driveway into the loading zone, as designed.
Parking space size must be identified and shown on plan and must meet 180 sf requirement.
Number of parking spaces required and those spaces provided must be noted on plan.


DPW:
Mr. Marques pointed out that parking spaces must comply with the 180-square foot minimum area requirement
He noted the thirty foot requirement for the driveway opening and for the between parking spaces.
The plan must show provisions for removal of snow from the watershed protection area, beyond the 5% snow storage area.
Uilities should be clarified on the plan.
The final, actual size of the building must be incorporated into the plan.
The narrative should be changed to reflect that the existing hydrant is adjacent, but not on the property itself.
The DPW will make additional comments regarding the subsurface drainage requirement in the watershed protection district.
A street opening permit is not required, as Kane Industrial Drive is a private way, though the contractor will need to discuss the plan with the DPW.

Building Department:
The Applicant will need to file a petition with the ZBA as the project is located within the watershed protection district.
The Applicant is advised to make careful note of the prohibited uses for district, as listed in the Zoning By-Laws..

The Committee will review revised plans at its October 5, 2004 meeting at 10:00 a.m.

Administration

Chief Dusseault reported back from a site visit that no further action was possible for Firehouse Seafood’s parking problems.

Main and Tower traffic lights were put in after a serious accident there and the Committee is comfortable with the current redundancy factor.
