Internal Traffic Committee Minutes 08/27/04
The Internal Traffic Committee met in the Selectmen’s Hearing Room at 78 Main Street, Hudson, Massachusetts.  At 10:00 the Committee called the meeting to order.
Present: Lieutenant Michael Burks, Deputy Chief John Blood, DPW Director Tony Marques, and Building Commissioner Jeff Wood
Administration

The Committee wishes to change its meeting schedule to the 1st and 3rd Tuesday at 9:00 a.m.  Ms. Simpson will email the Committee to solicit the opinion of the DPW.

Discussion:    Fire House Seafood
Present:     Nelia Santos

Ms. Santos described the concerns enumerated in her letter and presented pictures to the Committee.  There is almost no place for their customers to park.  The Committee pointed out that part of the area in  question is sidewalk, on which parking is prohibited.  The Committee is sympathetic to the problem, but is not aware of a simple solution.  

Chief Dusseault pointed out that the Town has met the requirements for providing public parking for that area.  It is not as convenient as the Santos’s would like, but it is available. Chief Dusseault suggested that the Santos’s approach the church for permission for Firehouse Seafood employees to park at the High School.

The Committee discussed several possibilities and could find none that seemed to be acceptable.
DPW parking signs installed proximity to school.  Will support whatever the committee decides.  The Committee will visit the site one more time to be absolutely sure that there is no other solution.  The Committee will contact them if a solution is found.


Discussion:     Hillside Commons Traffic Review
Present:     George Gustafson, Michelle Ciccolo, Randy Hart, Ken Cramm,

The Applicants have returned to specify their commitments.
Rotary:
The Applicant will fund the introduction of delineation and signage at rotary to define which lane drivers should be in, eliminate confusion during entry, use, and departure from rotary.
DPW has suggested addition of cobbles to create delineation, more attractive and longer lasting.
The Applicants introduce an aggressive signage program to encourage use of Broad Street once it is opened.

In Phase II, changes will add capacity, and balance capacity and parking in the area.

The Applicants also committed to signals at 62 and Central Street.

Lincoln, Cox and Packard:
The Applicants committed to design a signal for that area, as well as approaches as necessary.
At Cox and Manning, they will support current signals with signage, clearing overgrowth for visibility.

Mr. Wood expressed some concerns about access past the trailer park.  Also about elderly citizens pulling out onto 62.

The Committee complimented the commitment and work done by the applicant, and it’s willingness to do the project in phases and willingness to fund the project.
The DPW favored option 1C , with no major construction, and with cobblestone in areas that show cross hatching.  Mr. Wood echoed Mr. Marques preference for cobblestones instead of painted hatchmarks.

The Committee is in agreement that the plans as proposed are good and Committee is in support of the plans as presented.  The Committee will indicate its approval via a letter to the Board of Selectmen.

Discussion:    Jenkins Farms
Present:     

      

Police:
Entrance is in Berlin and therefore needs approval prior to approval process, to avoid wasting time.
Length of road with no second egress is very worrisome in terms of EMS response.
Finished sidewalks are preferable.
Must be adequately lit.


Discussion:     Chestnut Hill Estates #2
Present:     

Fire/Bldg/Police:
Prefer a Cul de sac at end of road with sidewalk and lights.

Discussion:     Zina Farms

Trucks are on site and unloading, dropping material in ROW, will request of Planning Board that extensive testing be done.
Road should be adequately lit.

Discussion:     Four-way Stop at Packard, Lincoln & Cox

Discussed with developers at mall and further developments are expected to occur.

Site Plan Review:     710 Main Street

Entire bldg sprinkled.
Master box. Secure key lock box.
Rear driveway widened to at least 16 feet.
Vehicles passing over well could be problematic.

30 foot driveway in rear.

Jeff:
1:40 scale.
Need bldg dimensions.
Two way driveways must be 30 feet.
DPW
Recommend driveway opening onto Rock Avenue.  
Will request waiver for 18ft two way access drive to bottom structure.
Going to zba.

Site Plan Review:     400 Main Street
Steve Poole

Fire
Protect gas meter with 6-inch bollards.
Written statement from applicant that he will sprinkle the complete structure.
No signs on plan and no signs are expected.

Police:
Concerned by slope of property with large vehicles, ice, etc.

Recommend to other board that they consider his current inability to maintain property, which is key concern for safety of plan.

Jeff: 1 40 waiver was denied.
Auto repair on buses must be applied.  Special Permit.
All vehicle wash areas must be maintained inside bldg.
Caretaker apt is still on plan - must be removed.
Hours of operation should be limited where it is surrounded by residential units. (zba)
Not good project, not good location, and should not go forward in this area.
