The Internal Traffic Committee met in the Selectmen’s Hearing Room at 78 Main Street, Hudson, Massachusetts. At 10:00 the Committee called the meeting to order.
Present: Chief Richard Braga, Chief Fred Dusseault, DPW Director Tony Marques, and Building Commissioner Jeff Wood
Site Plan Review: 10 Technology Drive
Present: Kenneth Staffier and Randy Hart, Vanasse Hangen Brustlin, Inc.
Mr. Staffier presented the project to the Committee. Stop & Shop intends to expand the existing Stop & Shop building, located at 10 Technology Drive by approximately 10,000 square feet. They will add a mezzanine with offices, conference rooms, and locker rooms, with provisions for a prescription pick-up window and parking improvements. Vacant lease space will be demolished, and the net increase of the building permit will be approximately 1,500 square feet. Gross increase in floor area is approximately 5,420 square feet. The main driveway will be relocated.
Fire:
A significant concern is that an area meant to be used for deliveries will have traffic introduced into it. Traffic flow is potentially a problem for emergency responses. Mr. Staffier agreed to explore this issue, perhaps with gates, a landscape barrier or by eliminating some proposed parking. Mr. Hart suggested that this was a better location for a queue if there needed to be a queue, than other locations. He suggested more aggressive signage, and a mandatory left turn. Chief Dusseault asked the Applicant to upgrade fire alarm panels which have been faulty in the past.
Police:
Back access roads as designed will become more heavily accessed points of the property.
Internal Driveways must be 30 feet wide if they are two-way driveways.
Cars should not be parked along the northerly roadway, and this is currently done by patrons, so there is signage needed.
DPW:
Consider concrete curbing around the prescription pick-up window.
Buildings:
Examine the potentially blocked fire lane in the rear.
One-way Interior Drive is only 14 feet, and should be 15 according to zoning by-laws.
Square footage and floor elevation must be shown on plans. Would appreciate square footage of each store (not just sales area).
The Committee will need to see requested changes and solutions to issues prior to signing the plans and take a vote to approve.
Site Plan Review: 400 Main Street
Present: Steve Poole, Consolidated Design Group
Mr. Poole presented the project to the Committee. The applicant proposes to run his tour bus operation from this site. The plan entails conversion of the existing house into a watchman apartment and office. New utilities and site grading will be necessary.
The buses would be open tour buses, which the company would park overnight in Hudson and driven to Boston every day for use. 8 Buses would be housed here.
Buildings:
Mixed use on one lot, residential and commercial.
Plans must show setbacks.
Plans must show site lighting.
Plans must show sq exist bldgs
Scale must be 1:40
Driveway pkg spaces must show dimensions.
Snow storage must be shown on the plan
Dumpster should be screen in as it abuts condos.
MDC gas traps must be in garage.
Plans must show proposed phone booth sign.
Plans must show all utilities : water, sewer, electrical, if planned.
Plans must show proposed height of garage.
Plans must indicate not only storage but also repair to be done in garage. A special permit will be required.

Strong concerns about grade esp with use of large vehicles on that property.
Accessibility for fire seems limited.
DPW:
Two catch basins at bottom, leeching ones don’t function longer than 2 or 3 years, and will drain after that straight onto Main Street.
Fire:
Encourages sprinkling though not required at this size.
Internal roadway to left of building must be wider than 10 feet.
Dist from front of bldg to furthest parking is about 60 feet, and across side is about 90 feet is very tight.
Plans must show percentage of grade.
Plans must show detail of retaining walls.
Plans must show proposed garage at 5-foot high bush line.
Plans must show second garage.
Discussion: Safety near Boutwell’s Field
The Committee is in receipt of an email from Paul Blazar
Even prior to email Police had identified this area as a dangerous….placed radar there, coincidentially starting day email arrived, for approximately one week.
Suggested orange barrels and slow children signs in road during games at each crosswalk. Jeff: HS plan requires fence there.
Contact Youth Baseball, HS, and Rec dept. Much temporary fencing is lying around HS complex, enough a well intended group of people gather up and place along existing wall to direct foot traffic to crosswalk areas until HS builds a fence.
RB moved to dedicate two barrels with signs on both sides to be mounted by DPW for use at beginning of each end of the parks. Fd2nd.
Vote: 4-0-0, Unanimous.
Discussion: Parking issue on School Street
RB :: particularly problem at night, esp in area between old Napa place and opposite side of Bellevue which has no restrictions on pkg, which narrows road such that cars can’t pass, let alone emergency vehicles.
RB/FD Recommend no parking on south side of school street and on west side of Bellevue Street from School Street to Palmer Terrace.

Discussion: Netco Driveway on Tower Street
RB rec’d call from Netco general manager re continued fears of those leaving driveway being hit by people coming down hill at speed limit of 40 mph. Blind hill. Sign placed in ROW just before crest of hill.
Netco will pay for sign.
