Public Session Minutes – September 10, 2018
On a motion by Mr. Durant, seconded by Mr. Quinn, the Board voted 5-0 to approve the public session minutes of September 10, 2018.
Executive Session Minutes – September 10, 2018
On a motion by Mr. Durant, seconded by Mr. Quinn, the Board voted 5-0 to approve the executive session minutes of September 10, 2018.
  • Meetings and Public Hearings - 7:00 PM:

Selectmen to consider approval of a Pledge Of License and Change of Ownership Interest for 38 Washington LLC d/b/a Kith & Kin located at 38-40 Washington Street.
On a motion by Mr. Duplisea, seconded by Mr. Durant, the Board voted 5-0 to approve a Pledge of License and Change of Ownership Interest for 38 Washington LLC d/b/a Kith & Kin located at 38-40 Washington Street.
Selectmen to approve a petition for special acts for additional liquor license for the sale of wine and malt beverages to Mullahy’s Artisan Chees & Specialty Foods located at 63A Main Street.
On a motion by Mr. Duplisea, seconded by Mr. Durant, the Board voted 4-0-1 to approve a petition for special acts for additional liquor license for the sale of wine and malt beverages to Mullahy’s Artisan Chees & Specialty Foods located at 63A Main Street.  Mr. Lucy opposed.
  • Personnel:
Selectmen to consider approval of the appointment of Gabriel Lopez as Full Time Communications Dispatcher for the Hudson Police Department at a Grade 10A, Step 1, effective September 25, 2018.
On a motion by Mr. Durant, seconded by Mr. Quinn, the Board voted 5-0 to approve the appointment of Gabriel Lopez as Full Time Communications Dispatcher for the Hudson Police Department at a Grade 10A, Step 1, effective September 25, 2018.
Selectmen to consider approval of the temporary appointment of Rebeca Reber as a yoga instructor for the Stretch Break class at the Hudson Senior Center at a rate of $50.00/hour.  
On a motion by Mr. Durant, seconded by Mr. Quinn, the Board voted 5-0 to approve the temporary appointment of Rebeca Reber as a yoga instructor for the Stretch Break class at the Hudson Senior Center at a rate of $50.00/hour.  
Selectmen to consider approval of the temporary appointment of Linda Maher as aerobics/fitness instructor for the Hudson Senior Center at a rate of $50.00/hour.
On a motion by Mr. Duplisea, seconded by Mr. Parent, the Board voted 5-0 to approve the temporary appointment of Linda Maher as aerobics/fitness instructor for the Hudson Senior Center at a rate of $50.00/hour.
Selectmen to consider approval of the appointment of Patricia Luoto to the Hudson Cultural Council for a term to expire on December 31, 2020.
On a motion by Mr. Lucy, seconded by Mr. Durant, the Board voted 5-0 to approve the appointment of Patricia Luoto to the Hudson Cultural Council for a term to expire on December 31, 2020.
Selectmen to consider approval of the appointment of Bob Olkin to the Hudson Cultural Council for a term to expire on December 31, 2020.
On a motion by Mr. Duplisea, seconded by Mr. Durant, the Board voted 5-0 to the appointment of Bob Olkin to the Hudson Cultural Council for a term to expire on December 31, 2020.approve
  • Contracts:
Selectmen to consider approval and authorization to sign a contract with Woodard and Curran for the design, bidding and construction oversight to replace the existing Marlborough Street water interconnection with the City of Marlborough in the amount of $32,000.
On a motion by Mr. Lucy, seconded by Mr. Durant, the Board voted 5-0 to approve and authorize the signing of a contract with Woodard and Curran for the design, bidding and construction oversight to replace the existing Marlborough Street water interconnection with the City of Marlborough in the amount of $32,000.
Selectmen to consider approval and authorize signing a contract with Affordable Care Services LLC, pursuant to the requirements for the Affordable Care Act.
On a motion by Mr. Lucy, seconded by Mr. Quinn, the Board voted 5-0 to approve and authorize the signing of a contract with Affordable Care Services LLC, pursuant to the requirements for the Affordable Care Act.
Selectmen to consider approval and authorization to sign a contract with Walker Wellington for a Vaughn Chopper Pump for WWTF in the amount of $20,100.00.
On a motion by Mr. Lucy, seconded by Mr. Duplisea, the Board voted 5-0 to approve and authorize the signing of a contract with Walker Wellington for a Vaughn Chopper Pump for WWTF in the amount of $20,100.00.
  • General:
Selectmen to consider signing the Warrant for the State Elections to be held on November 6, 2018.
On a motion by Mr. Durant, seconded by Mr. Parent, the Board voted 5-0 to sign the Warrant for the State Elections to be held on November 6, 2018.
Selectmen to consider signing the Warrant for November 2018 Special Town Meeting.
Mr. Moses withdrew Article 1 stating that it is no longer necessary.  He also explained that the Planning Board voted to sponsor Articles 8 and 9 as well Article 10 however this one is contingent the Selectmen sponsoring the Article as well.  
On a motion by Mr. Durant, seconded by Mr. Lucy, the Board voted 5-0 to sponsor Articles 2 – 10 for the November Town Meeting Warrant.  



  • Citizens’ Issues:
Doug Schaeffer, 28 Eaton Drive read a statement.  In his statement he expressed his frustration with regard to the process of hiring of a new Fire Chief.  He states that the Town has wasted time and money on an assessment center to help with the search only to not act on its recommendation.  He went on to say that the Town is looking to hire an interim Chief and he asks that this be reconsidered and that a permanent Chief be appointed.  He cited a “leadership crisis” and the demoralizing of the firefighters as the reasons to reconsider this decision.  
Mr. Lucy spoke on behalf of ten households that live on Florence and Green Streets.  These households all signed letters with respect to flooding in this area.  Mr. Moses explained that he is aware of the situation and it is being dealt with however a more permanent solution is being considered.  
  • Town Issues:
Atty. Cipriano noted that the recently participated in the district wide recount with the Town Clerk and her staff.  He stated that the performance of the Town Clerk, her staff and the citizen volunteers was very professional.  
Mr. Lucy spoke in regard to the cost estimate for the construction of a new school administration building.  Mr. Lucy thinks that located it on the old police station property would be a good use of this land.  
  • Correspondence to be Noted by Clerk:
Mr. Quinn noted a memo from Mr. Moses regarding PFOA/PFOS’s and Hudson well water.  Levels of these have been detected in the Town’s water supply.  PFOA/PFOS are man-made compounds that do not occur naturally in the environment.  The Town has been very proactive in dealing with this issue and is getting ready to begin another round of testing.  Mr. Moses stated that the Town has been actively testing and the levels have consistently been well under the State’s health advisory levels.
On a motion by Mr. Parent, seconded by Mr. Lucy, the Board voted 5-0 to note the correspondence of it meeting of September 24, 2018.
  • Executive Session:
Selectmen to discuss strategy with respect to pending litigation and see advice of Counsel, as necessary, where the open meeting may have a detrimental effect on the legal position of the Town of Hudson and the Chair so declares.
  • Adjourn:
The Board voted 5-0, by roll call, to enter into executive session, not to return to public session.
