Minutes – October 30,  2017

  • Call to Order:
Present were Mr. Parent, Mr. Duplisea, Mr. Parent, Mr. Quinn, Mr. Durant, and Mr. Moses.  Also present were Attorney Cipriano and Ms. Santos.
  • Minutes to be Approved:
Public Session Minutes – October 16, 2017
On a motion by Mr. Durant, seconded by Mr. Duplisea, the Board voted 4-0 to approve the public session minutes of October 16, 2017.
  • Meetings and Public Hearings - 7:00 PM
  • Licenses:
Selectmen to consider issuing a Christmas Trees & Wreath Sales license to Carr’s Family Christmas Trees at 31 Washington Street from November 25, 2017 to December 24, 2017 between 9:00AM - 9:00PM.
On a motion by Mr. Quinn, seconded by Mr. Duplisea the Board voted 4-0 to issue a Christmas Trees & Wreath Sales license to Carr’s Family Christmas Trees at 31 Washington Street from November 25, 2017 to December 24, 2017 between 9:00AM - 9:00PM.
  • Personnel:
Selectmen to consider approving the job description for a Mass in Motion Program Coordinator for the Board of Health.
On a motion by Mr. Durant, seconded by Mr. Quinn, the Board voted 4-0 to approve the job description for a Mass in Motion Program Coordinator for the Board of Health.
Selectmen to consider approving the job description for the position of Sanitarian for the Board of Health.  
On a motion by Mr. Duplisea, seconded by Mr. Quinn, the Board voted 4-0 to approve the job description for the position of Sanitarian for the Board of Health.

  • General:
Executive Assistant presentation regarding DPW Water System Projects.  
DPW Director Eric Ryder and Rob Little of Woodward & Curran presented a plan regarding water system projects.  The plan lays out priority projects as well as projects that include replacing, upgrading, rehabilitating, demolishing and improving the Towns sewer system.  A copy of this report is available in the Executive Assistant’s Office.    
  • Citizens’ Issues:
Kathleen LaPlante, 21 Felton Street came before the Board to discuss the issue of unleashed dogs at Gates Pond.  Ms. LaPlante stated that it seems to have gotten worse the past few years.  There are signs around the Pond however she is asking that the signs be made bigger and more visible.  She says the rules ultimately need to be enforced.  The Board agreed and after discussing it decided to have better signs installed and see if this helps.  They will revisit this issued based on whether the signs are effective.  
  • Town Issues:
Correspondence to be Noted by Clerk:
Mr. Quinn noted a correspondence item regarding the overnight street parking ban.  The ban will be in place from November 15 through April 1, 2018.
On a motion by Mr. Parent, seconded by Mr. Durant, the Board voted 4-0 to note the correspondence for October 30, 2017.
  • Executive Session:
Selectmen to discuss status of 15 Broad Street with regard to pending litigation if an open meeting may have a detrimental effect on the bargaining or litigating position of the public body and the chair so declares.  
  • Adjourn:
The Board voted 4-0, by roll call, to enter into executive session, not to return to public session.
