  • Call to Order:
Present were Mr. Parent, Mr. Durant, Mr. Quinn, Mr. Lucy, Mr. Duplisea, and Mr. Moses.  Also present was Ms. Vickery.
  • Minutes to be Approved:
Public Session Minutes:  June 19, 2017
On a motion by Mr. Lucy, seconded by Mr. Quinn, the Board voted 5-0 to approve the public session minutes of June 19, 2017.
Executive Session Minutes: June 19, 2017
On a motion by Mr. Lucy, seconded by Mr. Quinn, the Board voted 5-0 to approve the executive session minutes of June 19, 2017.
  • Meetings and Public Hearings - 7:00 PM:
  • Licenses:
Selectmen to consider issuance of a One–Day Wine & Malt Pouring License to Alexis Gates for a birthday party to be held on August 12, 2017 between the hours of 7:00 PM and 11:00 PM at Roller Kingdom located at 5 Highland Park Avenue.
On a motion by Mr. Duplisea, seconded by Mr. Lucy, the Board voted 5-0 to issue a One–Day Wine & Malt Pouring License to Alexis Gates for a birthday party to be held on August 12, 2017 between the hours of 7:00 PM and 11:00 PM at Roller Kingdom located at 5 Highland Park Avenue.
  • Personnel:
Selectmen to consider approval of the appointments of Matthew Sprague, Julia Terra-Salamão and Hanna Leckrone as seasonal/part-time pages for the Hudson Public Library at a rate of $11.00 per hour, effective July 11, 2017.
On a motion by Mr. Lucy, seconded by Mr. Durant, the Board voted 5-0 to approve the appointments of Matthew Sprague, Julia Terra-Salamão and Hanna Leckrone as seasonal/part-time pages for the Hudson Public Library at a rate of $11.00 per hour, effective July 11, 2017.
Selectmen to consider the approval of the appointments of William Brisbois, Patrick Donahue, Matthew O’Leary, Steve Powell and Francesco Sinopoli as W-2 Laborers for the DPW at a rate of $20.87 per hour, effective July 11, 2017.
On a motion by Mr. Duplisea, seconded by Mr. Lucy, the Board voted 5-0 to approve the appointments of William Brisbois, Patrick Donahue, Matthew O’Leary, Steve Powell and Francesco Sinopoli as W-2 Laborers for the DPW at a rate of $20.87 per hour, effective July 11, 2017.
Selectmen to consider appointing Ronald Sorgman to the Historical Commission for a term to expire on December 31, 2020.
On a motion by Mr. Durant, seconded by Mr. Quinn, the Board voted 5-0 to appoint Ronald Sorgman to the Historical Commission for a term to expire on December 31, 2020.
Selectmen to note the resignation of Raymond Spellman from the Hudson Fire Department, effective July 3, 2017.
On a motion by Mr. Durant, seconded by Mr. Lucy, the Board voted 5-0 to accept the resignation of Raymond Spellman, with prejudice, from the Hudson Fire Department, effective July 3, 2017.
  • Contracts:
Selectmen to consider approval and authorization to sign a contract with The Millennium Insurance Agency for Benefits Administrator services in the amount of $8,500.00.
On a motion by Mr. Duplisea, seconded by Mr. Lucy, the Board voted 5-0 to approve and authorize the signing of a contract with The Millennium Insurance Agency for Benefits Administrator services in the amount of $8,500.00.
Selectmen to consider approval and authorization to sign a contract with Ambient Temperature Corp. for a new HVAC system for Town Hall in the amount of $398,300.00.
On a motion by Mr. Lucy, seconded by Mr. Duplisea, the Board voted 5-0 to approve and authorize the signing of a contract with Ambient Temperature Corp. for a new HVAC system for Town Hall in the amount of $398,300.00.
  • General:
Selectmen to discuss and consider renaming the Washington Street Bridge.
Hudson’s Veteran’s Agent Brian Steans is requesting that the Board rename the Washington Street Bridge to the Private First Class Kenneth M. Thibault Memorial Bridge.  He explained that Private Thibault was one of two Hudson residents killed in action during the war in Vietnam.  The other resident was David Palmieri who has a street named after him.  
On a motion by Mr. Quinn, seconded by Mr. Durant, the Board voted 5-0 to endorse the renaming of the Washington Street Bridge to the Private First Class Kenneth M. Thibault Memorial Bridge KIA US Army Binh Dinh South Vietnam.  
Selectmen to authorize the Chairman to sign a Capital Fund Program Amendment accepting a $109,366 grant for the Hudson Housing Authority for improvements to the Norma Oliver Village.  
On a motion by Mr. Lucy, seconded by Mr. Duplisea, the Board voted 5-0 to authorize the Chairman to sign a Capital Fund Program Amendment accepting a $109,366 grant for the Hudson Housing Authority for improvements to the Norma Oliver Village.  
  • Citizens’ Issues:
Gregory Vachowski, 6 Wood Street suggested that the Board take down the sign at the intersection of Main and Broad Street that says right lane must turn right as this is no longer the case.   He noted that the new arrows on the road instructing drivers to only take a left in the left hand lane are covered when the traffic backs up and drivers cannot see them and perhaps additional temporary signage could be added.  
  • Town Issues:
Mr. Quinn suggested that the Board consider coloring the crosswalk in the downtown as well as near schools a different color other than white.  The Board discussed this is ultimately decided to have Mr. Moses and Mr. Ryder look into this and develop a report with recommendations for the Board to vote on.  
Mr. Quinn also noted an article in the Sunday Boston Globe regarding retail pot shops.  
Mr. Duplisea explained that recently he had read something on social media from a mother of a physically handicapped child who finds it difficult to navigate on sidewalks when trash collection bins are set out.  He cautioned that residents try not to block the way for pedestrians with these bins.  Mr. Moses will reach out to Sam Wong to look into this.  
Mr. Moses stated that the Town was recently the recipient of a $400,000 Complete Streets Grant.  This program is about making the streets safer for pedestrians, cyclists and motorists.  
  • Correspondence to be Noted by Clerk:
Mr. Durant noted an email from Hudson Light & Power Manager Brian Choquette.  The email stated that Hudson has the lowest residential electricity rates in the State.  
On a motion by Mr. Quinn, seconded by Mr. Durant, the Board voted 5-0 to accept the correspondence of its meeting of June 19, 2017.

On a motion by Mr. Lucy, seconded by Mr. Duplisea, the Board voted 5-0 to adjourn its meeting of July 10, 2017 at 7:40PM.
