Minutes – November 14, 2016

  • Call to Order:
Present were Mr. Lucy, Mr. Parent, Mr. Quinn, Mr. Durant, and Mr. Moses.  Also present were Attorney Cipriano, Atty. McGregor and Ms. Santos.  Mr. Duplisea was not present.
  • Minutes to be Approved:
Public Session Minutes:  October 31, 2016
On a motion by Mr. Durant, seconded by Mr. Lucy, the Board voted 4-0 to approve the public session minutes of October 31, 2016.
Public Session Minutes: November 3, 2016
One a motion by Mr. Parent, seconded by Mr. Quinn, the Board 2-0-2 to approve the public session minutes of November 3, 2016.  Mr. Lucy and Mr. Durant abstained.

Eversource to make a presentation regarding the Sudbury to Hudson Transmission Line Project.

Representatives from Eversource made a 45 minute presentation to the citizens of Hudson.  A link to the presentation can be found at www.townofhudson.org under the news and announcements.  A video of the presentation is currently available on www.hudtv.org .  The following Hudson and Stow residents asked questions and all spoke against the project:

Questions were in regard to the potential adverse environmental impacts, impacts to real estate values, the alleged potential use of herbicides and the effect they will have on the water supply, wildlife and vegetation in the area.  Representatives from Eversource briefly addressed the questions and comments.  

Selectmen to conduct utility pole hearing to consider the relocation of two new 45’ utility poles on Old Stow Road.
On a motion by Mr. Lucy, seconded by Mr. Quinn, the Board voted 4-0 to approved the relocation of two new 45’ utility poles on Old Stow Road.
  • Licenses:
Selectmen to consider issuing a Christmas Trees & Wreath Sales license to Carr’s Family Christmas Trees at 31 Washington Street from November 26, 2016 to December 24, 2016 between 9:00AM-9:00PM.
On a motion by Mr. Lucy, seconded by Mr. Durant, the Board vote 4-0 to issue a Christmas Trees & Wreath Sales license to Carr’s Family Christmas Trees at 31 Washington Street from November 26, 2016 to December 24, 2016 between 9:00AM-9:00PM.
Selectmen to consider issuing a Christmas Tree & Wreath Sales License to the Hudson Concord Elks at 91 Park Street from November 24, 2016 – December 24, 2016 from 9:00 AM to 10:00PM.
On a motion by Mr. Lucy, seconded by Mr. Quinn, the Board vote 4-0 to issue a Christmas Tree & Wreath Sales License to the Hudson Concord Elks at 91 Park Street from November 24, 2016 – December 24, 2016 from 9:00 AM to 10:00PM.
Selectmen to consider approval of a change of operating hours for Feng Restaurant located at 191 Washington Street from Monday – Saturday from 11:00 AM – 11:00 PM to Monday – Saturday from 11:00 AM to 1:00AM.
On a motion by Mr. Lucy, seconded by Mr. Quinn, the Board voted 4-0 to the change of operating hours for Feng Restaurant located at 191 Washington Street from Monday – Saturday from 11:00 AM – 11:00 PM to Monday – Saturday from 11:00 AM to 1:00AM.
Selectmen to consider approval of a Hackney Driver License to Joshua Dworkin driving for Sunshine Taxi.
On a motion by Mr. Lucy, seconded by Mr. Quinn, the Board voted to approve a Hackney Driver License to Joshua Dworkin driving for Sunshine Taxi.

  • Personnel:
Selectmen to consider approval of the appointment of Michael Hurley as a Special Police Officer for the Hudson Police Department.
On a motion by Mr. Durant, seconded by Mr. Quinn, the Board voted 4-0 to approve the appointment of Michael Hurley as a Special Police Officer for the Hudson Police Department.
Selectmen to approve the promotion of Anthony Andrews to Crew Leader for the DPW at a rate of $23.61 per hour.
On a motion by Mr. Lucy, seconded by Mr. Quinn, the Board voted 4-0 to approve the promotion of Anthony Andrews to Crew Leader for the DPW at a rate of $23.61 per hour.
  • Contracts:
Selectmen to consider approval and authorization to sign a contract extension for the Town of Hudson’s Complete Streets Tier II Contract with MassDOT to December 31, 2016.
On a motion by Mr. Durant, seconded by Mr. Lucy, the Board voted 4-0 to approve and authorize the signing of a contract extension for the Town of Hudson’s Complete Streets Tier II Contract with MassDOT to December 31, 2016.
  • General:
Selectmen to consider approval of Chapter 90 Project Requests and Environmental Punch Lists for the purchase of asphalt crack filler-sealer machine, crack sealer supplies Cox Street Bridge guard rail.   
On a motion by Mr. Durant, seconded by Mr. Lucy, the Board voted 4-0 to approve Chapter 90 Project Requests and Environmental Punch Lists for the purchase of asphalt crack filler-sealer machine, crack sealer supplies Cox Street Bridge guard rail.   
  • Town Issues:
Mr. Lucy noted that when there is a two panel discussion the tables should be set up concaved not convex which would afford the panel the opportunity to be able to see all present.

On a motion by Mr. Lucy, seconded by Mr. Quinn, the Board voted 4-0 to note the correspondence.
