Minutes –December 7, 2015

  • Call to Order:
        Present were Mr. Lucy, Mr. Parent, Mr. Quinn, Mr. Duplisea, Mr. Durant, Mr.     Moses. Also present were Attorney Cipriano and Ms. Santos.
  • Minutes to be Approved:
Public Session November 2, 2015
        On a motion by Mr. Parent, seconded by Mr. Durant the Board voted 5-0 to approve        the minutes.

        On a motion by Mr. Parent, seconded by Mr. Durant the Board voted 5-0 to approve        the minutes.
  • Citizens’ Issues:
  • Meetings and Public Hearings - 7:00 PM:
Selectmen to conduct Tax Classification hearing to set property tax rates for fiscal year 2016.
Mr. Bowen stated that the presentation will consist of highlights and milestones over the past year as well as an overview of values, net growth, new growth, levy, tax rate comparisons and available options.  As of January 1, 2015 the average single family home in Town is valued at $315,014 compared to $294,227 in the previous year, this is an increase of 6.6%.  The total value of the Residential class increased 6.1%, compared to a 4.3% increase the previous year.  
The total value of the Commercial & Industrial class decreased by 2.25%.  Mr. Parent asked if this decrease includes the devaluation of the Intel property. Mr. Bowen said yes and that there would have been an increase if it were not for this property.  
There was an increase of new growth of approximately $32 million compared to $30 million the previous year.  The increase will result in $749,255 in additional revenue for the Town.  
Mr. Lucy closed the public hearing. After a lengthy discussion the Board ultimately opted for a CIP Multiplier of 1.7500.
On a motion by Mr. Durant, seconded by Mr. Parent Board voted 5-0 for a CIP Multiplier of 1.7500 with the residential factor of .855618.  
  • Licenses:
Selectmen to consider issuing a Christmas Tree Sales License to the Hudson Concord Elks at 91 Park Street for Monday-Friday 2:00PM-9:00PM, Saturday & Sunday 9:00AM-9:00PM.
On a motion by Mr. Duplisea, seconded by Mr. Quinn the Board voted 4-0-1 to approve the Christmas Tree Sales License to the Hudson Concord Elks at 91 Park Street for Monday-Friday 2:00PM-9:00PM, Saturday & Sunday 9:00AM-9:00PM.  Mr. Durant abstained.
Selectmen to consider approval of amending the hours of operation of a Common Vitualler license, Mullahy’s at 63A Main Street for Tuesday through Sunday from 10:00AM – 9:00PM.
On a motion by Mr. Durant, seconded by Mr. Duplisea the Board voted 5-0 to approve the amendment of the hours of operation of a Common Victualler license, Mullahy’s at 63A Main Street for Tuesday through Sunday from 10:00AM – 9:00PM.
Selectmen to consider approval of 2016 License renewals for all licensee’s that have met their requirements.
Note:  License requirements may include, passing annual inspection by Bldg. Dept., Fire Dept., and Board of Health, current on all local taxes, and completion of all required forms.
On a motion by Mr. Durant, seconded by Mr. Quinn the Board voted 5-0 to approve the 2016 License renewals for all licensee’s that have met their requirements.
  • Personnel:
Selectmen to consider approval of appointment of Kristina Johnson as Assistant Planning & Community Development Director at grade M8, Step 5, effective December 8, 2015.
On a motion by Mr. Lucy, seconded by Mr. Parent the Board voted 5-0 to appoint Kristina Johnson as Assistant Planning & Community Development Director at grade M8, Step 5, effective December 8, 2015.
Selectmen to consider approval of appointments of the Seasonal Employees for the Fall/Winter 2015-2016 to the Recreation Department.
On a motion by Mr. Duplisea, seconded by Mr. Parent the Board voted 4-0-1 to approve the appointments of the Seasonal Employees for the Fall/Winter 2015-2016 to the Recreation Department.  Mr. Durant abstained.
Selectmen to note the retirement of Patricia Desmond from the Hudson Public Library effective February 8, 2016.
On a motion by Mr. Parent, seconded by Mr. Duplisea the Board voted 5-0 to note the retirement of Patricia Desmond from the Hudson Public Library effective February 8, 2016.
Selectmen to note the retirement of Anthony Marques from the Department of Public Works effective January 2, 2016.
On a motion by Mr. Parent, seconded by Mr. Duplisea the Board voted 5-0 to note the retirement of Anthony Marques from the Department of Public Works effective January 2, 2016.
Selectmen to note the resignation of Officer Matthew Donovan from the Police Department effective December 6, 2015.
On a motion by Mr. Parent, seconded by Mr. Durant the Board voted 5-0 to note the resignation of Officer Matthew Donovan from the Police Department effective December 6, 2015.
  • Contracts:
Selectmen to consider approval and authorization to sign contract with Diversified Pump in the amount of $6,669 (LQ) for the replacement of Impeller for the Sewer Main Street Pump Station.
On a motion by Mr. Durant, seconded by Mr. Duplisea the Board voted 5-0 to approve and authorize signing the contract with Diversified Pump in the amount of $6,669 (LQ) for the replacement of Impeller for the Sewer Main Street Pump Station.
Selectmen to consider approval and authorization to sign a contract with Napa Tools & Equipment in the amount of $6,545 (LQ) for a Rotary 12,000 LB. 2-Post Lift.
On a motion by Mr. Lucy, seconded by Mr. Parent the Board voted 5-0 to approve and authorize signing the contract with Napa Tools & Equipment in the amount of $6,545 (LQ) for a Rotary 12,000 LB. 2-Post Lift.

Selectmen to consider approval and authorization to sign a contract with MCC in the amount of $8,946.40 for bill printing services.
Note:  For printing, mailing of Real Estate Tax bills, Personal Property Tax bill, Water & Sewer bills, and other tax collection services.

On a motion by Durant, seconded by Mr. Quinn the Board voted 5-0 to approve and authorize signing the contract with MCC in the amount of $8,946.40 for bill printing services.
Selectmen to consider approval and authorization to sign contract with Christopher B. Merrill for Snow Plowing and Snow Hauling.
Note:  This is an additional contractor, but the backup contains information on all the FY2016 contractors.
On a motion by Mr. Durant, seconded by Mr. Duplisea the Board voted 5-0 to approve and authorize signing the contract with Christopher B. Merrill for Snow Plowing and Snow Hauling.
Selectmen to consider signing Chapter 90 Project Request and Environmental Punch list forms for the reconstruction of a portion of Lincoln Street (from Central Street to Apsley Street).
On a motion by Mr. Durant, seconded by Mr. Quinn the Board voted 5-0 to approve the singing of Chapter 90 Project Request and Environmental Punch list forms for the reconstruction of a portion of Lincoln Street (from Central Street to Apsley Street).
Selectmen to consider approval and authorization to sign a contract with Affordable Care Services LLC in the amount of $9,500 (LQ) to fulfill the Affordable Care Act requirements.
        Note:  Funds for this contract will be from the Health insurance Trust.

                        On a motion by Mr. Parent, seconded by Mr. Quinn the Board voted 5-0 to approve                         and authorize   signing the contract with Affordable Care Services LLC in the amount                    of $9,500 (LQ) to fulfill the Affordable Care Act requirements.
  • General:
Selectmen to consider approval of submitting a Curative Special Act in accordance with Chapter 39 of the M.G.L. related to the Special Town Meeting held on November 16, 2015.
Note:  This will correct a 1-day posting deficiency.
On a motion by Mr. Durant, seconded by Mr. Parent the Board voted 5-0 to approve the submitting the Curative Special Act in accordance with Chapter 39 of the M.G.L. related to the Special Town Meeting held on November 16, 2015.
Selectmen to designate abutting roadways to the Hudson High School and the Quinn Middle School as School Zones, as required by Chapter 90, Section 18 of the M.G.L., furthermore Selectmen to consider authorizing the Executive Assistant to request from MassDOT, the establishment of a 20mph speed limit in those School Zones.
On a motion by Mr. Durant, seconded by Mr. Parent the Board voted 5-0 to designate abutting roadways to the Hudson High School and the Quinn Middle School as School Zones, as required by Chapter 90, Section 18 of the M.G.L., furthermore Selectmen to consider authorizing the Executive Assistant to request from MassDOT, the establishment of a 20mph speed limit in those School Zones.
Selectmen to consider approval and execution of documents for the sale of $1,595,978 in Bond Anticipation Notes.
Note:  This extends temporary borrowing maturity so we can accumulate additional notes to include in our next permanent issue.
On a motion by Mr. Duplisea, seconded by Mr. Durant the Board voted 5-0 to approve and execution of documents for the sale of $1,595,978 in Bond Anticipation Notes.
Selectmen to consider signing related documents for the submission of the Massachusetts Downtown Initiative (MDI) Technical Assistance grant.
        On a motion by Mr. Durant, seconded by Mr. Parent the Board voted 5-0 to approve        the signing of the related documents for the submission of the Massachusetts    Downtown Initiative (MDI) Technical Assistance grant.
  • Town Issues:
  • Correspondence to be Noted by Clerk:
        The Board received a copy of Bill H3592 (Captain Seth R. Michaud Memorial       Bridge) signed by Governor Baker and submitted to the office of the Secretary of the    Commonwealth, now Chapter 144 of the Acts of 2015 and it was added as part of the       correspondence.

       On a motion by Mr. Quinn, seconded by Mr. Lucy the Board voted 5-0 to note      correspondence.
