Minutes –November 2, 2015

  • Call to Order:
Present were Mr. Lucy, Mr. Parent, Mr. Quinn, Mr. Duplisea, Mr. Durant, and Mr. Moses.  Also present were Attorney Cipriano and Ms. Santos
  • Minutes to be Approved:
Public Session:  October 19, 2015
On a motion by Mr. Parent, seconded by Mr. Quinn the Board voted 5-0 to approve the public session minutes of October 19, 2015.
Executive Session:  October 19, 2015
On a motion by Mr. Parent, seconded by Mr. Quinn the Board voted 4-0-1 to approve the executive session minutes of October 19, 2015.  Mr. Duplisea abstained.

Selectmen to consider issuing a One-Day Beer & Wine Pouring License to Paul Betti – Intel for their Christmas and Good Bye Party to be held on December 9, 2015 from 2:00PM-6:00PM at 77 Reed Road (HD1).
On a motion by Mr. Duplisea, seconded by Mr. Parent the Board voted 5-0 to issue a One-Day Beer & Wine Pouring License to Paul Betti – Intel for their Christmas and Good Bye Party to be held on December 9, 2015 from 2:00PM-6:00PM at 77 Reed Road (HD1).
Selectmen to consider issuing a One-Day Beer & Wine Pouring License to Giggi Berube – Giggi’s Bridal for their Grand Re-Opening to be held on November 13, 2015 from 5:00PM-8:00PM at 51 Main Street.
On a motion by Mr. Duplisea, seconded by Mr. Quinn the Board voted to issue a One-Day Beer & Wine Pouring License to Giggi Berube – Giggi’s Bridal for their Grand Re-Opening to be held on November 13, 2015 from 5:00PM-8:00PM at 51 Main Street, for inside the venue only.
Selectmen to consider issuing an Entertainment License to the Hudson Business Association for the Holiday Stroll, to be held on December 5, 2015 from 4:00PM-8:00PM at Hudson Town Hall.
On a motion by Mr. Duplisea, seconded by Mr. Durant the Board voted 5-0 to issue an Entertainment License to the Hudson Business Association for the Holiday Stroll, to be held on December 5, 2015 from 4:00PM-8:00PM at Hudson Town Hall.

Selectmen to consider issuing a Christmas Trees & Wreath Sales license to William Carr at 21 Washington Street from November 23, 2015 to December 24, 2015 between 9:00AM-9:00PM.
On a motion by Mr. Durant, seconded by Mr. Parent the Board voted 5-0 to issue a Christmas Trees & Wreath Sales license to William Carr at 21 Washington Street from November 23, 2015 to December 24, 2015 between 9:00AM-9:00PM.
  • Personnel:
Selectmen to consider designating the position of Seasonal Part-Time Youth Basketball Supervisor & Special Events Staff as Special Municipal Employee position.
On a motion by Mr. Duplisea, seconded by Mr. Durant the Board voted 5-0 to approve designating the position of Seasonal Part-Time Youth Basketball Supervisor & Special Events Staff as Special Municipal Employee position.
Selectmen to consider approval of appointment of Steven Walsh, Jr. as Auxiliary Fire Fighter.
On a motion by Mr. Quinn, seconded by Mr. Durant the Board voted 5-0 to of appointment of Steven Walsh, Jr. as Auxiliary Fire Fighter.

Selectmen to note the resignation of Christopher Sandini from the Finance Department effective November 11, 2015.

On a motion by Mr. Durant, seconded by Mr. Parent the Board voted 5-0 to note the resignation of Christopher Sandini from the Finance Department effective November 11, 2015.
  • Contracts:
Selectmen to consider approval of $139,259 to fund the Local 1713 I.A.F.F. contract for FY2016.
On a motion by Mr. Parent, seconded by Mr. Quinn the Board voted 4-0-1 to approve $139,259 to fund the Local 1713 I.A.F.F. contract for FY2016.  Mr. Duplisea abstained.  
Selectmen to consider approval of contracts with various vendors for the 2015-2016 Snow Plowing & Snow Hauling season.
Selectmen Duplisea requested that Stephen S. Cardoso’s contract be set aside.
On a motion by Mr. Durant, seconded by Mr. Parent the Board voted 5-0 to approve all vendor contracts, with the exception of Stephen S. Cardoso’s contract.
On a motion by Mr. Lucy, seconded by Mr. Durant the Board voted 4-0-1 to approve a contract to Stephen S. Cardoso for Snow Plowing & Snow Hauling.  Mr. Duplisea abstained.
  • General:
Selectmen to consider amending the Traffic Rules & Regulations under Article IV-Standing, Stopping and parking Section 12A:  Additional Limited Duration Parking, by deleting the following:  “except that on Thursdays the limited parking time shall apply between the hours of 9:00A.M. and 9:00P.M”.
On a motion by Mr. Lucy, seconded by Mr. Parent, the  Board voted 5-0 to amend Traffic Rules & Regulations under Article IV-Standing, Stopping and parking Section 12A:  Additional Limited Duration Parking, by deleting the following:  “except that on Thursdays the limited parking time shall apply between the hours of 9:00A.M. and 9:00P.M”.
Selectmen to consider approval of INET Fund Transfer in the amount of $3,900 for the Cellucci Town Hall Memorial Security Cameras.
On a motion by Mr. Durant, seconded by Mr. Quinn, the Board voted 5-0 to approve the INET Fund Transfer in the amount of $3,900 for the Cellucci Town Hall Memorial Security Cameras.
Selectmen to consider acceptance and authorization to sign an Emergency Preparedness grant in the amount of $4,460.
On a motion by Mr. Durant, seconded by Mr. Quinn, the Board voted 5-0 to accept and authorize signing the Emergency Preparedness grant in the amount of $4,460.
