Town of Hudson - Board of Selectmen
Minutes –September 28, 2015
78 Main Street  2nd  Floor  7:00 PM
  • Call to Order:
Present were Mr. Lucy, Mr. Parent, Mr. Durant, Mr. Quinn,  and Mr. Sandini.  Also present were Attorney Cipriano and Ms. Santos.  Mr. Duplisea was not present.
  • Minutes to be Approved:
Public Session:  September 14, 2015
On a motion by Mr. Parent, seconded by Mr. Durant, the Board voted 3-0-1 to approve the minutes.  Mr. Quinn abstained.
Executive Session:  September 14, 2015
On a motion by Mr. Durant, seconded by Mr. Parent, the Board voted 3-0-1 to approve the minutes.  Mr. Quinn abstained.
  • Citizens’ Issues:
Mr. Parent thanked the Hudson Rotary Club and Tony Marques on the terrific job that they did on the Cellucci Memorial.  
  • Meetings and Public Hearings - 7:00 PM:
Selectmen to conduct utility pole hearing to consider relocation of a pole on Manning Street.
Mr. Thomas Blicharz, consultant for Verizon.  Mr. Silvino Cabral, an abutter, voiced his concerns regarding the location of the proposed pole.  The Chairman closed the hearing, the Board took no action at this time to allow Mr. Blicharz and Mr. Cabral to meet at the site and discuss the location of the pole.  Hearing to be continued at the Board’s next meeting.
  • Licenses:
Selectmen to consider approval of One Day Beer & Wine Pouring License  & an Entertainment License to Steven Santos, Hudson Park Commission/ Division of Recreation from 3:30PM to 8:30PM for the 18th Annual Pumpkin Fest to be held on October 17, 2015 at the Riverside Park grounds.
On a motion by Mr. Durant, seconded by Mr. Parent, the Board voted 4-0 to approve the One Day Beer & Wine Pouring License  & an Entertainment License to Steven Santos, Hudson Park Commission/ Division of Recreation from 3:30PM to 8:30PM for the 18th Annual Pumpkin Fest to be held on October 17, 2015 at the Riverside Park grounds.
  • Personnel:
Selectmen to consider approval of appointment of Richard DiPersio as Captain for the Hudson Police Department at NU-PC Step 1, effective October 2, 2015.
On a motion by Mr. Durant, seconded by Mr. Quinn, the Board voted 4-0 to approve the appointment of Richard DiPersio as Captain for the Hudson Police Department at NU-PC Step 1, effective October 2, 2015.
Selectmen to consider approval of appointment of Andrea Bradford as Part Time Library Page at $9.22 an hour, effective September 29, 2015.
On a motion by Mr. Parent, seconded by Mr. Durant, the Board voted 4-0 to approve the appointment of Andrea Bradford as Part Time Library Page at $9.22 an hour, effective September 29, 2015.
Selectmen to consider approval of appointment of David Stephens as Special Police Officer.
On a motion by Mr. Parent, seconded by Mr. Durant, the Board voted 4-0 to approve the appointment of David Stephens as Special Police Officer.
Selectmen to consider approval of a new Job Description for Assistant Planning & Community Development Director.
On a motion by Mr. Parent, seconded by Mr. Durant, the Board voted 4-0 to approve the new Job Description for Assistant Planning & Community Development Director.

Selectmen to consider approval of a new job description for Town Planner / Conservation Agent.
On a motion by Mr. Parent, seconded by Mr. Durant, the Board voted 4-0 to approve the new Job Description for Assistant Planning & Community Development Director.
  • Contracts:
Selectmen to consider award and authorization to sign a contract with Ciccolo Group, LLC with a contract amount not to exceed $20,000 for Consultant Services to the Planning & Community Development Department.
Mr. Lucy explained that as the current Community Development Department is understaffed as the two new positions are currently vacant temporary support is needed.  Atty. Cipriano questioned when this Planning & Community Development Department was created.  Mr. Lucy noted that the two departments have been combined into one.  Mr. Lucy said that Atty. Cipriano’s concerns will be taken under advisement for further clarification at its next meeting.   
On a motion by Mr. Durant, seconded by Mr. Parent, the Board voted 3-0-1 to approve the contract with Ciccolo Group, LLC with a contract amount not to exceed $20,000 for Consultant Services to the Planning & Community Development Department.  Mr. Durant abstained.
  • General:
Selectmen to consider signing the November 16, 2015 Special Town Meeting Warrant.
On a motion by Mr. Durant, seconded by Mr. Quinn, the Board voted 4-0 to sign the November 16, 2015 Town Meeting Warrant and to sponsor Articles 1-8.
Selectmen to consider approval of the Project Funding Agreement Budget Revision Request Form for the Assabet Valley Region Technical School District.
The agenda item was moved to correspondence number 6.

Selectmen to consider approval and authorization to sign Project Reimbursement Request and Final Report for Chapter 90 reconstruction of White Pond Road.
On a motion by Mr. Durant, seconded by Mr. Parent, the Board voted 4-0 to approve the Project Reimbursement Request and Final Report for Chapter 90 reconstruction of White Pond Road.

On a motion by Mr. Quinn, seconded by Mr. Durant, the Board voted 4-0 to note correspondence and to add agenda item 8 b) to correspondence list.

On a motion by Mr. Durant, seconded by Mr. Parent, the Board voted 4-0 to adjourn.
