Minutes –August 24, 2015

  • Call to Order:
Present were Mr. Lucy, Mr. Parent, Mr. Durant, Mr. Duplisea, and Mr. Moses.  Also present were Attorney Cipriano and Ms. Santos.  Mr. Quinn was not present.
  • Minutes to be Approved:
Public Session: August 10, 2015
On a motion by Mr. Duplisea, seconded by Mr. Durant, the Board voted 4-0 to approve the minutes.  Mr. Quinn abstained.
  • Citizens’ Issues:
Mr. Lee Dinner from the Hudson Rotary Club updated the Board regarding the plan for the Cellucci Memorial.  The granite, the flag poles and the lighting, as well as the purchased bricks, will all be installed soon.  The ceremony will take place on September 20, 2015 at 11:00am in front of Town Hall.  Mr. Dinner was made aware of the protocol for memorials and the proper procedures will be followed.  A representative from the Canadian Consulate, Hudson Police, Hudson Fire and the Hudson High School Band will be in attendance.  Mr. Durant and Mr. Tony Frias will be speaking at the ceremony.  Governor Cellucci’s Daughter’s and grandson may speak as well.

Selectmen to consider approval of a one-day Wine & Malt pouring license to Lynn O’Brien Hallstein for a Book Publication Party event to be held on September 12, 2015 between the hours of 7:00 PM and 10:00 PM at Roller Kingdom located at 5 Highland Park Avenue.
On a motion by Mr. Durant, seconded by Mr. Parent, the Board voted 4-0 to approve the one-day Wine & Malt pouring license to Lynn O’Brien Hallstein for a Book Publication Party event to be held on September 12, 2015 between the hours of 7:00 PM and 10:00 PM at Roller Kingdom located at 5 Highland Park Avenue.
Selectmen to consider approval of a one-day Wine & Malt pouring license to Paul Betti for Intel’s Company Outing event to be held on September 18, 2015 (rain date of 9/25/15) between the hours of 4:00 PM and 7:00 PM at 77 Reed Road (HD2).
On a motion by Mr. Duplisea, seconded by Mr. Durant, the Board voted 4-0 to approve the one-day Wine & Malt pouring license to Paul Betti for Intel’s Company Outing event to be held on September 18, 2015 (rain date of 9/25/15) between the hours of 4:00 PM and 7:00 PM at 77 Reed Road (HD2).
Selectmen to consider approval of a Common Victualler license to Katie Quinn, TKQ Ventures d/b/a Mullahy’s for a Retail Cheese Specialty Food Shop at 63A Main Street for TUE-THU 10:30AM – 7:00PM.
Ms. Quinn asked the Board to consider revising her hours of operation from her original request.  She would like to open Tuesday through Sunday from 10:00am until 7:00pm.
On a motion by Mr. Duplisea, seconded by Mr. Parent, the Board voted 4-0 to approve the Common Victualler license to Katie Quinn, TKQ Ventures d/b/a Mullahy’s for a Retail Cheese Specialty Food Shop at 63A Main Street from TUE-SUN 10:00AM – 7:00PM.
Selectmen to consider approval of an Outdoors Entertainment License to River’s Edge Arts Alliance for “Art on the Green” event to be held on September 26, 2015 (rain date 9/27/15) at Wood Park between the hours of 11:00AM-6:00PM.
On a motion by Mr. Durant, seconded by Mr. Duplisea, the Board voted 4-0 to approve the Outdoors Entertainment License to River’s Edge Arts Alliance for “Art on the Green” event to be held on September 26, 2015 (rain date 9/27/15) at Wood Park between the hours of 11:00AM-6:00PM.
Selectmen to consider approval of a Two-Day Outdoor Entertainment License for the Hudson Portuguese Club /Lady of Fatima Feast for the following dates;  Saturday, September 12, 2015 7:00PM – 11:00PM and Sunday, September 13, 2015 1:00PM – 8:00PM.
On a motion by Mr. Duplisea, seconded by Mr. Durant, the Board voted 4-0 to approve the Two-Day Outdoor Entertainment License for the Hudson Portuguese Club /Lady of Fatima Feast for the following dates;  Saturday, September 12, 2015 7:00PM – 11:00PM and Sunday, September 13, 2015 1:00PM – 8:00PM.
  • Personnel:
Selectmen to consider approval to extend and modify the Executive Assistant Contract.
Mr. Lucy noted that the extension is to June 30, 2018.  There has been an opportunity for a bonus added to the EA’s salary.  This has been done two other times in the past (1999 & 2001).  There is no change to any potential raise which is limited to the Cost of Living Index for the greater Metro Boston area or 2½%.  
On a motion by Mr. Parent, seconded by Mr. Durant, the Board voted 4-0 to extend the Executive Assistant contract through June 30, 2018.
Selectmen to consider approval of appointing the Warden & Clerks to a term to expire on August 31, 2016.
On a motion by Mr. Durant, seconded by Mr. Parent, the Board 4-0 to approve the appointment of Warden & Clerks to a term to expire on August 31, 2016.
Selectmen to consider approval of re-appointment of Dorothy Bagley to the Hudson Cultural Council to a term to expire December 31, 2018.
On a motion by Mr. Duplisea, seconded by Mr. Durant, the Board voted 4-0 to approve the re-appointment of Dorothy Bagley to the Hudson Cultural Council to a term to expire December 31, 2018.
Selectmen to note the resignation of Russell Nichols from the Department of Public Works.
On a motion by Mr. Durant, seconded by Mr. Parent, the Board voted 4-0 to note the resignation of Russell Nichols from the Department of Public Works.
  • Contracts:
Selectmen to consider approval and authorization to sign Amendment number 1 with Kaestle Boos in the amount of $8,415 for additional architectural services for the Public Works/Police Headquarters project.
Note – Because of the re-positioning of the building on the site, we needed to expand the “existing conditions” survey to include the transfer station for the purposes of ingress/egress and potential utility relocation.  The cost will be absorbed in the project.
On a motion by Mr. Durant, seconded by Mr. Parent, the Board voted 4-0 to approve and authorize signing Amendment number 1 with Kaestle Boos in the amount of $8,415 for additional architectural services for the Public Works/Police Headquarters project.

  • Correspondence to be Noted by Clerk:
On a motion by Mr. Lucy, seconded by Mr. Parent, the Board voted 4-0 to note correspondence.
  • Executive Session:
Selectmen to meet in Executive Session to discuss mediation strategy, and or seek advice of counsel, where an open meeting may have detrimental effect on the bargaining position of the public body and the chair so declares.
The Board voted 4-0 by roll call to enter into Executive Session, not to return to public session, to discuss mediation strategy, and or seek advice of counsel, where an open meeting may have detrimental effect on the bargaining position of the public body and the chair so declares.
