Minutes –March 9, 2015

  • Call to Order:
Present were Mr. Lucy, Mr. Quinn, Mr. Vereault, Mr. Duplisea, Mr. Durant and Mr. Moses.  Also present were Attorney Cipriano and Ms. Santos.
  • Minutes to be Approved:
Public Session:  February 23, 2015
On a motion by Mr. Durant, seconded by Mr. Quinn, the Board voted 3-0-2 to accept the February 23, 2015 public session minutes together with amending 6 a) of those minutes to read Cranberry Well Road where the phrase Chestnut Well appears. Mr. Duplisea and Mr. Vereault abstained.
  • Citizens’ Issues:
  • Meetings and Public Hearings - 7:00 PM:
Selectmen to meet with the Board of Selectmen Memorial Sub-Committee members and the Hudson Rotary Club Members to discuss the dedication for Paul Cellucci.
Mr. Lee Dinner and Garret Sullivan presented the plan for the memorial.  Mr. Dinner showed a plan where the proposed memorial would be placed.  The location would be by the side entrance of Town Hall.  They are proposing two black granite benches, a U.S., Canadian and the Town Flag as well as lighting the area.  Stone will be donated by the Precourt family (Precourt Stone) and the remaining will be by the Hudson Rotary.
Bench number 1 to include a picture and read “Argeo Paul Cellucci, Veteran-Legislator-Governor-Diplomat Citizen of Hudson, April 24, 1948 – June 8, 2013, His life was dedicated to the principle of public service and the people of Hudson were forever in his heart.  The second bench to read, “Paul Cellucci began his lifelong devotion to public service in 1970 as a member of Hudson’s Charter Commission and Board of Selectmen.  After serving as a State Legislator and Senator he became Governor of the Commonwealth from 1997 to 2001.  He culminated his 35 years in public service as our Nation’s Ambassador to Canada from 2001 to 2005.
Mr. Dinner stated that Jan Cellucci has approved the plan.  They hope to have the memorial complete by the Road Race, where the Governor and the Mayor are expected to attend.
Mr. Quinn is very pleased with the presentation and fully endorses it.  
On a motion by Mr. Durant, seconded by Mr. Vereault, the Board voted 5-0 to endorse the plan and authorize Public Works to taken any action necessary for the installation of memorial.  

  • Personnel:
Selectmen to consider approval of appointment of Craig C. Collins as Full-Time Firefighter, effective March 10, 2015.
On a motion by Mr. Durant, seconded by Mr. Quinn, the Board voted 4-0-1 to approve the appointment of Craig C. Collins as Full-Time Firefighter, effective March 10, 2015.  Mr. Vereault abstained.
Selectmen to consider re-appointment of Denise A. Reid to the Board of Registrars to a term to expire March 31, 2018.
On a motion by Mr. Durant, seconded by Mr. Vereault, the Board voted 5-0 to re-appoint Denise A. Reid to the Board of Registrars to a term to expire March 31, 2018.

Selectmen to consider approval of appointment of Steven Mollica to the Hudson Municipal Affordable Housing Trust to a term to expire on December 31, 2017.
On a motion by Mr. Duplisea, seconded by Mr. Quinn, the Board voted 5-0 to appoint Steven Mollica to the Hudson Municipal Affordable Housing Trust to a term to expire on December 31, 2017.
  • Contracts:
Selectmen to consider authorizing the Chair to sign a Capital Fund Program Amendment accepting a $102,761 grant for the Hudson Housing Authority for improvements to the Norma Oliver Village.
On a motion by Mr. Durant, seconded by Mr. Vereault, the Board voted 5-0 to authorizing the Chair to sign a Capital Fund Program Amendment accepting a $102,761 grant for the Hudson Housing Authority for improvements to the Norma Oliver Village.
  • General:
Selectmen to consider renaming the Houghton Street Bridge as the “Captain Seth R. Michaud Memorial Bridge”.
Brian Stearns, Director of Veterans referred to his submission of Captain Michaud accomplishments, Mr. Stearns indicated that this would be a great tribute to a man that gave his life for his country.  He has spoken with his family and has their full endorsement.  He intends to have the ceremony on Memorial Day and requested the presence of the Board of Selectmen.   A secondary date would be 6/12/15, which is the anniversary of his passing.
On a motion by Mr. Durant, seconded by Mr. Vereault, the Board voted 5-0 to rename the Houghton Street Bridge as the “Captain Seth R. Michaud Memorial Bridge”.

Selectmen to consider a declaration of Support of the Mosquito Control Funding for FY2016.
On a motion by Mr. Durant, seconded by Mr. Quinn, the Board voted 5-0 to support the Mosquito Control Funding for FY2016.

Selectmen to approve and authorize signing contract accepting Pre-disaster Mitigation Grant funding from the Massachusetts Emergency Management Agency.
On a motion by Mr. Durant, seconded by Mr. Duplisea, the Board voted 5-0 to approve and authorize signing contract accepting Pre-disaster Mitigation Grant funding from the Massachusetts Emergency Management Agency.

Selectmen to consider accepting a donation from Southborough Medical Group in the amount of $100.00 for the Hudson Fire Department.
On a motion by Mr. Durant, seconded by Mr. Vereault, the Board voted 5-0 to accept the to approve and authorize signing contract accepting Pre-disaster Mitigation Grant funding from the Massachusetts Emergency Management Agency.
Selectmen to consider approval and authorization to sign Inter-Municipal Agreement between the Towns of Hudson and Northborough, and the City of Marlborough for the MetroWest Prevention & Wellness Partnership Regional Community Health Worker.
The Board voted 5-0 to approve and authorize signing the Inter-Municipal Agreement between the Towns of Hudson and Northborough, and the City of Marlborough for the MetroWest Prevention & Wellness Partnership Regional Community Health Worker.

Selectmen to consider signing the May 4, 2015 Town Meeting Warrant.
On a motion by Mr. Duplisea, seconded by Mr. Quinn the Board voted 5-0 to sign the May 4, 2015 Town Meeting Warrant.
  • Town Issues:
Mr. Vereault referred to past conversations that the Board has had in trying to alleviate the traffic issues at the new middle school, he suggested the Board look at the area during heavy traffic times.  He would like to discuss further with the Board regarding having ITC look for other alternatives to alleviate the traffic issues.  
Mr. Lucy stated that the Forest Avenue School and Farley School traffic issues should be looked at it as well.  His understanding that the drop off times have changed and as a consequence there is more traffic waiting and idling as they approach the building to drop off the children.
Mr. Lucy also recognized and thanked the Public Works Staff and outside vendor for their hard work and long hours, through the blizzard and other snow storms.
  • Proclamations:
Selectmen to consider issuance of a Citation recognizing Jonathan D. Barndt for his attainment of the rank of Eagle Scout.
On a motion by Mr. Durant, seconded by Mr. Duplisea, the Board voted 5-0 to issue a Citation recognizing Jonathan D. Barndt for his attainment of the rank of Eagle Scout.

Selectmen to consider issuance of a Citation recognizing Jacob G. Kahn for his attainment of the rank of Eagle Scout.
On a motion by Mr. Duplisea, seconded by Mr. Durant, the Board voted 5-0 to issue a Citation recognizing Jacob G. Kahn for his attainment of the rank of Eagle Scout.
  • Correspondence to be Noted by Clerk:
On a motion by Mr. Duplisea, seconded by Mr. Durant, the Board voted 5-0 to note correspondence.
