Minutes –February 10, 2014

  • Call to Order:
Present were Mr. Yates, Durant, Lucy, Quinn and Mr. Moses.  Attorney Cipriano and Ms. Santos were also present.
  • Minutes to be Approved:
Public Session:  January 27, 2014
On a motion by Mr. Lucy, seconded by Mr. Durant the Board voted 3-1 to approve the minutes.  Mr. Yates opposed.
Executive Session:  January 27, 2014
On a motion by Mr. Lucy, seconded by Mr. Durant the Board voted 3-1 to approve the minutes.  Mr. Yates opposed.

Selectmen to consider approval and authorization to sign a contract with the Commonwealth of Massachusetts to accept an award in the amount of $249,911 for the Prevention & Wellness Trust Fund.
On a motion by Mr. Lucy, seconded by Mr. Yates the Board voted 4-0 to approve the contract and accept the award.
Selectmen to consider approval and authorization to sign a contract with Team EJP in the amount of $14,900 for water meter reading upgrades.
On a motion by Mr. Lucy, seconded by Mr. Durant the Board voted 4-0 to approve the contract with Team EJP.
Selectmen to consider approval and authorization to sign Change Order #1 to extend the completion date until June 30, 2014 with GVW Inc. for the exterior renovations of Fire Station 1.
On a motion by Mr. Lucy, seconded by Mr. Durant the Board voted 4-0 to approve the Change Order.
Selectmen to consider approval and authorization to sign a Federal Excess Property Cooperative Agreements with the Department of Conservation and Recreation & the Department of Defense.
On a motion by Mr. Lucy, seconded by Mr. Durant the Board voted 4-0 to approve the agreements.

Assabet Regional Technical High School

Superintendent Pat Collins along with Business Manager Chris Luoto and Hudson’s Representative Dolores Sharek presented the Assabet Budget for FY2015.  Mr. Collins announced that the School is celebrating their 40th year anniversary, additionally, they discussed the status of the renovation project, which is on schedule and under budget, it’s projected to be completed by August 2015 with the debt service impact on 2017.  The FY2015 budget includes a 3.41% increase over the current year, with an increase in the Hudson Assessment of approximately 1.38%.
Additional discussion ensued with Mr. Collins and Mr. Luoto answering questions of the Board.
Mr. Quinn indicated that he will not participate in the vote, due to a family member being a teacher at the Assabet Valley School.
On a motion by Mr. Durant, seconded by Mr. Lucy the Board voted 3-0-1 to approve the FY2015 Budget in the amount of $1,947,785 for the Assabet Regional Technical School.  Mr. Quinn abstained.

Mr. Yates made the following statement, “Tonight the Board will be hearing, and then discussing, the School Department budget as it relates to the Town of Hudson.  My Wife, Erin Yates, and my brother, Robert Yates are employed by the Hudson Public Schools Department.  I need the Chair of this Board to set aside the following line items from the Personnel Budget.
2300 Personnel-Instruction Teachers;
3600 Personnel-Advisors;
Upon the completion of the school department overview of the budget, I will leave the table, until the discussion and vote of these lines items has taken place.  I will then return to the table after these vote(s) to be at the table for the remaining line items for which I do not have an immediate or reasonably foreseeable conflict of interest”.

Dr. Kevin Lyons, Superintendent and Susan Dunnell, Chairman of the School Committee presented the FY2015 School District Budget overview.    Also present were George Luoto, Lynne Valcourt (both on the School Committee), Ellen Schuck, IT Director, Len Belli, Facilities Director, Catherin Kilcoyne, Director of Pupil Services, Patty Lange, Finance Director and Jodi Fortuna, Assistant Superintendant.  
Ms. Dunnell explained that this is a fiscal year that has been anticipated by the School Committee for several years in regards to the shortfall in funding.  Dr. Lyons then presented the budget.  The Town appropriation for the schools is 2.25%, the State’s local aid contribution for FY 15 is projected to be flat and Federal stimulus money is not expected.  Dr. Lyons noted that the recommended budget has a 1% increase of the level services budget.  
The shortfall in the budget amounts to approximately $1.274 million.   
After a lengthy discussion the Board ultimately decided that an override on Proposition 2 ½ is not an option at this time as this would be the only way to fill the gap.  
Mr. Yates left the room.  
On a motion by Mr. Lucy, seconded by Mr. Durant the Board voted 3-0-1 to approve the FY2015 Budget in the amount of $14,099,623 for the line items 2300 and 3600 of the Hudson School District.  Mr. Yates abstained.
Mr. Yates returned to the room
On a motion by Mr. Lucy, seconded by Mr. Durant the Board voted 4-0 to approve the amount of $20,140,371 for the FY2015 Hudson School District budget which is to be added to the previously approved amount.
