Minutes –October 21, 2013

  • Call to Order:
Present were Messieurs Durant, Lucy, Quinn, Vereault, Yates, Sandini and Cipriano.  Ms. Santos was also present.
  • Minutes to be Approved:
Public Session:  October 7, 2013  
On a motion by Mr. Lucy, seconded by Mr. Durant the Board voted 5-0 to approve the minutes.
  • Citizens’ Issues:
  • Meetings and Public Hearings - 7:00 PM:
7:00 PM - Selectmen to meet with Mr. Grady E. Miller, candidate for Executive Assistant.
8:00 PM – Selectmen to meet with Mr. Thomas Moses, candidate for Executive Assistant.
9:00 PM – Selectmen to meet with Ms. Ann Vandal, candidate for Executive Assistant.
The Chairman briefly summarized the creation of the Search Committee and hiring a Consultant to assist in the search, the Search Committee narrowed it down to three candidates.  The Chairman also indicated that each Board member would be asking questions of each candidate.
The Board asked questions of each candidate individually, questions included summary of their qualifications; Water quality issues and resolutions; Human Resources experiences and their management approach; Information Technology; Their vision for Hudson; Tax rate options; Downtown Parking Issues.  Mr. Lincoln Yates of 77 Edith Road asked each candidates a question revolving around a 2013 Globe Article relating to changes in the assessed values and the increase in taxes in Hudson.
Mr. Miller, Mr. Moses and Ms. Vandal answered all questions.
  • Personnel:
Selectmen to note the resignation of Thomas Thorburn as Electrical Inspector.
On a motion by Mr. Lucy, seconded by Mr. Durant the Board voted 5-0 to note the resignation.
  • Contracts:
Selectmen to consider approval and authorization to sign a contract with Cousineau Forest Products in the amount of $6,300 for Wood Carpet for the Mulready Playground Project.
On a motion by Mr. Lucy, seconded by Mr. Durant the Board voted 5-0 to approve the contract.
  • General:
Selectmen to consider submitting an absentee ballot or designating Hudson’s MAPC representative to vote for the two locally elected seats on the Metropolitan Planning Organization.
On a motion by Mr. Lucy, seconded by Mr. Durant the Board voted 4-0-1 to submit the absentee ballot.  Mr. Vereault abstained.
  • Town Issues:
The Board discussed the timeline for the appointment of the new Executive Assistant.
 On a motion by Mr. Durant, seconded by Mr. Lucy the Board voted 5-0 to schedule a meeting for Monday, October 28, 2013 for the purpose of discussing the appointment of an Executive Assistant.
The Board had a lengthy discussion related to remote participation and whether to obtain a legal opinion from Town Counsel as to whether the Board could vote to allow the School Committee and School Sub Committees only, to utilize remote participation.  Mr. Lucy proposed it in the form a motion and after additional discussion he withdrew his motion.
Mr. Vereault requested information regarding the illumination of crosswalks and Mr. Yates inquired why only are some crosswalks are lined.
Mr. Yates asked for a representative of Hudson Light & Power to attend a meeting of the Board to discuss the impact of Intel’s announcement.  Mr. Sandini will check the availability for the November 4, 2013 meeting.  
  • Correspondence to be Noted by Clerk:
Town Counsel summarized his legal opinions regarding the Board’s responsibility and Duties as to Interim Appointment of Successors to Vacancies on the School Committee and regarding the Executive Search Committee records release to the Board of Selectmen.  
On a motion by Mr. Durant, seconded by Mr. Lucy the Board voted 5-0 to note correspondence.
  • Executive Session:
Selectmen to discuss I.A.F.F. Local 1713 Fire Union Negotiations-To discuss strategy with respect to collective bargaining or litigation if an open meeting may have a detrimental effect on the bargaining or litigating position of the public body.
The Board voted by roll call to enter into executive session, not to return to public session, to discuss I.A.F.F. Local 1713 Fire Union Negotiations strategy with respect to collective bargaining or litigation if an open meeting may have a detrimental effect on the bargaining or litigating position of the public body.  Mr. Vereault and Mr. Yates opposed.
