Minutes –August 5, 2013
78 Main Street 2nd Floor 7:00 PM
  • Call to Order:
Present were Messieurs Lucy, Quinn, Vereault, Yates, Sandini, and Cipriano.  Ms. Vickery was also present.
  • Minutes to be Approved:
Public Session:  July 22, 2013
On a motion by Mr. Yates, seconded by Mr. Lucy the Board voted by a margin of 3-1 to approve the minutes.  Mr. Vereault opposed.
Executive Session:  July 1, 2013
On a motion was made by Mr. Lucy to approve the minutes, there was no second.
Executive Session:  July 22, 2013 Part I
On a motion by Mr. Yates, seconded by Mr. Lucy the Board voted by a margin of 3-1 to approve the minutes.  Mr. Vereault opposed.
Executive Session:  July 22, 2013 Part II
On a motion by Mr. Lucy, seconded by Mr. Quinn the Board voted by a margin of 3-0-1 to approve the minutes.  Mr. Yates abstained.
Executive Session:  July 22, 2013 Part III
On a motion by Mr. Lucy, seconded by Mr. Yates, the Board voted by a margin of 4-0 to approve the minutes.
  • Citizen’s Issues:

Selectmen to consider approval of appointment of Shawn Clark as a W-2 Laborer for the Public Works Department effective August 6, 2013.
On a motion by Mr. Yates, seconded by Mr. Lucy, the Board voted by a margin of 4-0 to approve the appointment of Shawn Clark.    
  • Contracts:
  • General:
Selectmen to consider appointing a member to the Municipal Affordable Housing Trust.
On a motion by Mr. Quinn, seconded by Mr. Lucy, the Board voted by 4-0 to appoint Mr. Quinn to the Municipal Affordable Housing Trust.  
Selectmen to consider appointing members to the Blight By-Law Committee.
There was a discussion regarding the lack of advertising for this Committee.  Several residents spoke out regarding the issue.  It was decided that the deadline for interest cards will be September 9, 2013 and that this should be advertised on the website and on HUD-TV.  No action was taken.  

  • Town Issues:
Mr. Vereault stated that the inter-municipal agreement that was recently signed with the city of Marlborough was only signed by three Selectmen.  He suggested that the others sign the agreement and post date it.  Mr. Lucy noted that it has already been submitted and the other signatures are not necessary.  

Mr. Yates questioned Atty. Cipriano as to his letter to the Board concerning the legal opinion of the recent payout to Mr. Blazar.  Atty. Cipriano informed the Board that he has been consulting with the Town’s labor counsel on this issue and is still working on the opinion.  
On a motion by Mr. Yates, seconded by Mr. Vereault, the Board voted by a margin of 2-2 to assign special labor counsel Phil Collins to look into this issue.  Mr. Lucy and Mr. Quinn opposed.  The motion failed.

On a motion by Mr. Yates, seconded by Mr. Lucy the Board voted unanimously to adjourn.
