Minutes –April 29, 2013

  • Call to Order:
Present were Mr. Vereault, Yates, Durant, McGourty, Lucy and Mr. Blazar.  Attorney Aldo Cipriano and Ms. Santos were also present.
  • Minutes to be Approved:
Public Session: April 8, 2013
On a motion by Mr. Lucy, seconded by Mr. Vereault the Board voted by a margin of 5-0 to approve the minutes.
Executive Session:  April 8, 2013
On a motion by Mr. Lucy, seconded by Mr. Durant the Board voted by a margin of 4-0-1 to approve the minutes.   Mr. Yates abstained.
  • Citizen’s Issues:
Leisu Kirby, Water Street recently opened an art studio in Town and is asking the Board if they would consider revoking the brown bagging regulation in Town.  She is hoping to be able to allow her patrons to have a glass of wine while they paint.  Atty. Cipriano explained that this has been a long standing regulation of the Board.  Ms. Kirby would be willing to become certified in alcohol awareness.  
Mr. Vereault stated that the Board would need some time to look into this request.  
  • Meetings and Public Hearings - 7:00 PM:
Selectmen to consider approval of a Transfer of an All Alcohol Pouring License, from Yours & Mine to Amaia Martini Bar, LLC at 176 Main Street, Hudson, MA and consider issuance of a Common Victualler and a Live Entertainment Licenses (Monday-Saturday) to Amaia Martini Bar, LLC.
On a motion by Mr. Lucy, seconded by Mr. McGourty the Board voted by a margin of 5-0 to close the public hearing and approve the transfer to Amaia Martini Bar, LLC.
Selectmen to consider issuing a Class II Dealers License for the sale of Motorcycles to Dean Hoffman, d/b/a Dynotune Power Sports at 469 River Road #2.
On a motion by Mr. Vereault, seconded by Mr. McGourty the Board voted by a margin of 5-0 to approve the Class II Dealer license.
Selectmen to consider issuing a Class II Dealers License for the sale of Used vehicles to Nathaniel Smith d/b/a Nate’s Auto Sales at 561 Main Street.
After convening in Executive Session, the Board returned to Public Session, and Mr. Lucy made a motion, seconded by Mr. Durant to approve the Class II Dealers License to Mr. Nathaniel Smith, d/b/a Nate’s Auto Sales.
Selectmen to meet with Richard Kobayashi, Senior Associate of the Edward J. Collins, Jr. Center for Public Management and Mark Morse of MMA Consulting Group Inc.
Mr. Morse of MMA Consulting Group spoke regarding the services his company offers regarding a search for the new Executive Assistant (EA).  MMA is a management consulting firm that provides cities and towns with recruiting services.  Mr. Morse gave the Board a brief overview of his firm and the process by which they choose candidates, a process which he stated takes approximately 3 – 4 months.

Mr. Kobayashi explained that the Collins Center is a public consulting enterprise that operates out of UMass Boston that was created in 2008 by the legislature.  He explained that the biggest challenge the Board will face is choosing from a pool of mediocre candidates.  The task of the Collins Center is to provide the Board with 3 – 5 top notch candidates from which to interview and ultimately choose one.  The customs and traditions of the Town as well as the upcoming challenges the Town will face are part of the criteria from which the Center will create the standard for the candidate pool.  
Selectmen to meet with Leslie Boardman, Animal Control Officer for the Town of Hudson.
Mr. McGourty asked Mr. Boardman if there was anything that the Board could do to help facilitate the work he does in regards to the collection of animals.  Mr. Boardman noted that there was recently a rabies clinic in which 76 shots were administered.  There were 2,300 dog licenses issued in 2012 and 2,500 calls this past year.  Mr. Boardman said he appreciated the offer.

Selectmen to consider approval of outdoor Entertainment Licenses for the Hudson Portuguese Club for the following dates:
                Holy Ghost Feast        -       Saturday, May 25, 2013 7:00pm – 11:00pm
                                                                Sunday, May 26, 2013 1:00pm – 8:00pm
On a motion by Mr. McGourty, seconded by Mr. Lucy the Board voted by a margin of 5-0 to approve the license.

On a motion by Mr. Lucy, seconded by Mr. McGourty the Board voted by a margin of 5-0 to approve the license.
Selectmen to consider approval of Change of Manager for an All Alcohol Pouring License for the Hudson Portuguese Club, proposed new Manager, Anthony G. Frias.
On a motion by Mr. Lucy, seconded by Mr. Durant the Board voted by a margin of 5-0 to approve the change of manager as requested.
Selectmen to consider issuing a seven day Live Entertainment License to Karmichael Holdings, LLC d/b/a Rail Trail Flatbread from 12:00 noon until 12:00 midnight.
On a motion by Mr. Durant, seconded by Mr. Lucy the Board voted by a margin of 5-0 to approve the Live Entertainment License.
Selectmen to consider issuing a One-Day Beer & Wine Pouring License and an Live Entertainment License to the Hudson Rotary Club for their Spirit of Hudson & Brew Fest to be held on August 17, 2013 from 3:00pm – 7:00pm at the Avidia Bank Parking Lot on South Street.
On a motion by Mr. Durant, seconded by Mr. Lucy the Board voted by a margin of 4-0-1 to approve the license.  Mr. Yates abstained.
  • Personnel:
Selectmen to consider appointments of Seasonal Employees for Recreation/Park Commission for the summer of 2013, effective May 15, 2013.
On a motion by Mr. Yates, seconded by Mr. Lucy the Board voted by a margin of 4-0-1 to approve the appointments.  Mr. Durant abstained.
Selectmen to consider approval of the promotion of Michael Vroom to Sergeant for the Hudson Police Department, effective May 16, 2013.
On a motion by Mr. Lucy, seconded by Mr. Durant the Board voted by a margin of 5-0 to approve the promotion.
Selectmen to consider approval of appointing Joseph Espie, Ross Hayden, and Denis Silva as Reserve Police Officers for the Hudson Police Department, effective May 1, 2013.
On a motion by Mr. Lucy, seconded by Mr. McGourty the Board voted by a margin of 5-0 to approve the appointments.
  • Contracts:
Selectmen to consider approval and authorization to sign a contract between Metropolitan Area Planning Council and the Town of Hudson Board of Health for services in conjunction with the Community Transformation Grant.
On a motion by Mr. Lucy, seconded by Mr. McGourty the Board voted by a margin of 5-0 to approve the contact.
  • General:
Selectmen to consider adopting a fee of $25.00 for the cost of fingerprinting and photographs for the new Ice Cream Truck Vendor regulation in accordance with CMR, 520 15.05.
On a motion by Mr. McGourty, seconded by Mr. Yates the Board voted not to adopt a fee of $25.00 for the cost of fingerprinting and photographs.  Mr. Vereault and Mr. Durant opposed.
  • Town Issues:
Mr. Durant asked what the Board’s plan was going forward regarding replacing Mr. Blazar.  He stated that there are only two months left before the departure of Mr. Blazar.  Mr. Durant would like formal proposals submitted to the Board by means of issuing an RFP.
Mr. Lucy noted that Officer Jesse Hayden who is part of the Central MA Swat Team was deployed to help to capture the Boston Marathon Bombers and he wanted to recognize his bravery.  
Mr. Vereault noted that there is a Harvest Walk scheduled for May 7, 2013 through the state forest on the Marlboro/ Sudbury line and encouraged residents to attend.  
  • Correspondence to be Noted by Clerk:
On a motion by Mr. Lucy, seconded by Mr. Durant the Board voted by a margin of 5-0 to note the correspondence.
  • Executive Session:
Selectmen to meet with Counsel to discuss Collective Bargaining and to review previously unreleased Executive Session Minutes.

The Board voted unanimously by roll call to enter into executive session, to return to public session, to obtain advise of Counsel, to discuss the reputation and character of an individual and reconvene to executive session, to discuss  Collective Bargaining, as the discussion of these matters in open session may have a detrimental effect on the bargaining position of the town.
