Minutes –January 28, 2013

  • Call to Order:
Present were Mr. Vereault, Yates, Durant, McGourty, Lucy and Mr. Blazar.  Attorney Cipriano and Ms. Santos were also present
  • Minutes to be Approved:
Public Session: January 7, 2013
Mr. Yates noted a spelling error on section three, paragraph 4; change Dennis to Denise.
On a motion by Mr. McGourty, seconded by Mr. Yates the Board voted by a margin of 5-0 to approve the minutes as amended.
Public Session: January 15, 2013
On a motion by Mr. McGourty, seconded by Mr. Yates the Board voted by a margin of 5-0 to approve the minutes.
Executive Session:  December 17, 2012
On a motion by Mr. Lucy, seconded by Mr. McGourty the Board voted by a margin of 5-0 to approve the minutes.
  • Citizen’s Issues:
Selectmen to present Garrett J. C. Dupre with a Citation of Achievement on his attainment of the rank of Eagle Scout.
Mr. McGourty congratulated Mr. Dupre and presented him with the citation.
  • Meetings and Public Hearings - 7:00 PM:
  • Licenses:
Selectmen to consider approval of proposed new manager, Mr. Richard Escott for the Applebee’s Neighborhood Grill Restaurant.
On a motion by Mr. Lucy, seconded by Mr. Vereault the Board voted by a margin of 5-0 to approve the change of manager.
Selectmen to consider granting a Hawker/peddler license to Tailgaters Wood Grill, Jeffrey Dandeneau at 1 Kane Industrial Drive and various locations through out the Town from the hours of 10:00am-3:00pm Monday through Friday.
The Chairman asked a few questions regarding the application.   Mr. Yates suggested they meet in executive session prior to voting on the license application.
After meeting in executive session the Board reconvened in public session and took the following vote.
On a motion by Mr. Durant, seconded by Mr. Lucy the Board voted by a margin of 5-0 to approve the license.
  • Personnel:
Selectmen to consider appointing John Downing, Peter Whitney, Charles Devlin, Paul Spinetto and Dermot McCarthy as Special Police Office for the Hudson Police Department.
On a motion by Mr. Yates, seconded by Mr. Lucy the Board voted by a margin of 5-0 to approve the appointments.
Selectmen to consider approval of promotion of Susan Ramsbottom to Full Time Assistant Circulation Librarian effective February 4, 2013.
On a motion by Mr. McGourty, seconded by Mr. Lucy the Board voted by a margin of 4-0-1 to approve the promotion.  Mr. Durant abstained.
Selectmen to note the resignation of Debra Dietz as Senior Clerk in the Town Clerk’s Office effective February 1, 2013.
On a motion by Mr. Lucy, seconded by Mr. McGourty the Board voted by a margin of 5-0 to note the resignation and to send an appropriate letter.
Selectmen to note the resignation of Renee Grenier as Social Service Advocate from the Senior Center. Effective January 25, 2013.
On a motion by Mr. Lucy, seconded by Mr. McGourty the Board voted by a margin of 5-0 to note the resignation and to send an appropriate letter.

Selectmen to consider signing Inter-Municipal Agreement with the City of Marlborough for the joint application for the Community Development Block Grant.
On a motion by Mr. Lucy, seconded by Mr. McGourty the Board voted by a margin of 5-0 to sign the Inter-Municipal Agreement.

Mr. Yates disclosed that he would not participate in the Police Department’s Budget, and read the following statement:  
        Tonight the Board is discussing the Police operation budget as it relates to the                Town of Hudson.  As I have disclosed many times publicly before, and as I       disclosed in writing to the Hudson Town Clerk, my brother, John Yates is employed       by the Hudson Police Department.
        Due to an uncertainty that I could not get an answer to prior to the start of tonight’s         meeting, this year, although it is not required by law, but as an abundance of  caution, I have decided to leave the table for the entire Police operation budget,      rather than just the line items that directly affect my family member.  I will return to        the table after the discussion and vote on the Police operation budget has taken        place.  Thank you.

After a brief discussion regarding the DPW/Police Building capital plan borrowing item, the board voted as follows:
On a motion by Mr. Lucy, seconded by Mr. Durant the Board voted by a margin of 4-1 to defer the Public Works/Police Building Design & Construction capital plan item.  Mr. Vereault opposed.
  • Correspondence to be Noted by Clerk:
On a motion by Mr. Lucy, seconded by Mr. McGourty the Board voted by a margin of 5-0 to note correspondence.

  • Executive Session:
The Board voted unanimously by roll call to enter into executive session, to return to public session, to obtain advise of Counsel, to discuss the reputation and character of an individual and reconvene to executive session, to discuss strategy for negotiations with non union personnel and Collective Bargaining, as the discussion of these matters in open session may have a detrimental effect on the bargaining position of the town.
