Present were Mr. Vereault, Yates, Durant, McGourty, Lucy and Mr. Blazar. Attorney Cipriano and Ms. Burke were also present
Public Session: July 30, 2012
On a motion by Mr. Lucy, seconded by Mr. Vereault the Board voted by a margin of 5-0 to approve the minutes.
Executive Session: July 30, 2012
On a motion by Mr. Lucy, seconded by Mr. McGourty the Board voted by a margin of 5-0 to approve the minutes.
- Citizen’s Issues:
- Meetings and Public Hearings - 7:00 PM:
Selectmen to meet with the Director of Public Works to discuss the 2011 Drinking Water Quality Report.
Mr. Marques was present to review with the Board the 2011 Drinking Water Quality Report. Mr. Marques described the document and who receives it as well as a general overview of the Report. Mr. Marques answered questions from Board members about the Report particularly about the levels of Iron and Manganese and its presence in the Kane and Cranberry Wells. He indicated that filtration would remove them from the supply. He further stated that concentrations were particularly high in the Kane well, which would also be the least expensive to filter, since it could be routed through the Chestnut St. filtration plant. Members of the Board asked about the cost of providing filtration. Mr. Marques said that as a gross estimate, Kane filtration might be accomplished for approximately $2MM and
Cranberry would be closer to $5-6MM. Mr. Marques indicated that he would work with Mr. Blazar to add this item to next year’s capital plan.
Selectmen to consider approval of a transfer of the license to deal in second hand merchandise to Michael LaFountaine.
On a motion by Mr. McGourty, seconded by Mr. Lucy the Board voted by a margin of 5-0 to issue the license.
Selectmen to consider approval of appointments of Ross Hayden, Brian J. Blais, Brian C. Dome, Michael S. Lembo, Jason M. Galofaro, Christopher L. Jack, Kyle D. Schaeffer and Matthew S. Stevens as Call Firefighters effective August 14, 2012.
Mr. Vereault noted for the record that residency in accordance with the statutes governing Civil Service was a condition of employment. On a motion by Mr. McGourty, seconded by Mr. Lucy the Board voted by a margin of 5-0 to approve the appointments.
Selectmen to consider authorizing the signing of a contract with Caruso Companies in the amount of $6,500 (LQ) for the rental of a screener for one month.
On a motion by Mr. Yates, seconded by Mr. McGourty the Board voted by a margin of 5-0 to approve the contract.
Selectmen to consider approval of the installation of STOP signs at the intersection of Hickory Lane at Curley Drive and the intersection of Harriman Rd. at Curley Drive.
On a motion by Mr. Lucy, seconded by Mr. McGourty the Board voted by a margin of 5-0 to approve installation the stop signs.
Selectmen to consider authorizing the Affordable Housing Trust to exercise the Town’s Right of First Refusal to acquire the affordable LIP unit at 26 Blueberry Lane.
On a motion by Mr. McGourty, seconded by Mr. Durant the Board voted by a margin of 5-0 to authorize the Affordable Housing Trust to exercise the Town’s Right of First Refusal.
Mr. McGourty inquired as to the number of crosswalks in Town and the number of those which are ADA compliant. Mr. Blazar stated he would check with DPW for that number.
Mr. McGourty as asked that, with the new school year beginning soon, all crosswalks and sidewalks in the vicinity of the schools be checked.
- Correspondence to be Noted by Clerk:
On a motion by Mr. Lucy, seconded by Mr. Yates the Board voted by a margin of 5-0 to note 11 items of correspondence. Mr. Lucy particularly noted a memorandum from the Police Chief outlining his procedure to fill the Captain’s position indicating his approval of the process.
The Board voted unanimously by roll call vote to enter into Executive Session to return to public session to discuss bargaining strategy with non-union personnel as well as imminent litigation, whereas the discussion of those matters in public session might be disadvantageous to the position of the Town.
- Return to Public Session:
Following its return to public session, the Board voted unanimously to award a 1.5% Cost of Living Adjustment to non-union employees on the M and NU salary schedules for FY13 on a motion by Mr. Durant which was seconded by Mr. Lucy.
On a motion by Mr. Lucy, seconded by Mr. Durant, the Board voted by a margin of 5-0 to adjourn.
