Minutes –February 27, 2012

  • Call to Order:
Present were Messieurs Durant, Vereault, McGourty, Yates, Blazar, and Cipriano.  Ms. Santos was also present
  • Minutes to be Approved:
Public Session: February 1, 2012.
On a motion by Mr. McGourty, seconded by Mr. Vereault the Board voted by a margin of 4-0 to approve the minutes.
Public Session: February 6, 2012.
On a motion by Mr. Yates, seconded by Mr. McGourty the Board voted by a margin of 4-0 to Passover until the next meeting.
Executive Session: February 1, 2012.
On a motion by Mr. Vereault, seconded by Mr. McGourty the Board voted by a margin of 4-0 to approve the minutes.
  • Citizen’s Issues:
  • Meetings and Public Hearings - 7:00 PM:
Selectmen to conduct a public hearing on the proposed relocation of five (5) utility poles on Houghton Street.
On a motion by Mr. Yates, seconded by Mr. McGourty the Board voted by a margin of 4-0 to reschedule the hearing until March 12, 2012 at 7:00pm due to Verizon’s request.
  • Personnel:
Selectmen to note the resignation of Maressa Figueroa as a part-time communications dispatcher.
On a motion by Mr. Yates, seconded by Mr. McGourty the Board voted by a margin of 4-0 to note the resignation.
Selectmen to consider appointment of Jill M. Schafer as an Associate Member of the Zoning Board of Appeals.
On a motion by Mr. McGourty, seconded by Mr. Yates the Board voted by a margin of 4-0 to appoint Ms. Jill Schafer as an Associate Member of the Zoning Board of Appeals.
Selectmen to note resignation of Lynne Johnson from the Cultural Council.
On a motion by Mr. McGourty, seconded by Mr. Vereault the Board voted by a margin of 4-0 to note the resignation and that an appropriate letter be sent to Ms. Johnson.
  • Contracts:
Selectmen to consider award and authorization to sign contract with C P Masonry in the amount of $6,800 (LQ) for repairs to the Forestvale Cemetery Maintenance Building.
On a motion by Mr. McGourty, seconded by Mr. Yates the Board voted by a margin of 4-0 to approve the contract with CP Masonry in the amount of $6,800 for repairs to the Forestvale Cemetery Maintenance Building.
Selectmen to consider authorizing the Chair to sign a Capital Fund Program Amendment accepting a $95,015 grant for the Hudson Housing Authority for improvements to the Norma Oliver Village.
On a motion by Mr. Yates, seconded by Mr. McGourty the Board voted by a margin of 4-0 to approve the Capital Fund Program.
Selectmen to consider award and authorization to sign contract with Wicklow Wood Recycling LLC (LQ) in the amount of $7,800 for Grinding and Disposal of Wood Waste stockpile.
On a motion by Mr. Yates, seconded by Mr. McGourty the Board voted by a margin of 4-0 to approve the contract with Wicklow Wood Recycling in the amount of $7,800 for grinding and disposal of wood waste stockpile.
  • General:
Selectmen to consider authorizing the Chair to sign an amended Statement of Interest (SOI) and letter of clarification for repairs to the Mulready School indicating that MSBA funding is being sought only for repairs and not the construction of a new school.
On a motion by Mr. Yates, seconded by Mr. McGourty the Board voted by a margin of 4-0 to approve the amended Statement of Interest and letter of Clarification for repairs to the Mulready School.
Selectmen to consider signing the May 7, 2012 Town Meeting Warrant.
On a motion by Mr. Vereault, seconded by Mr. Yates the Board voted by a margin of 4-0 to place the following question on the ballot of the May 14, 2012 election:
                “Shall the town of Hudson be allowed to exempt from the provisions of                                   proposition two and one-half, so-called, the amounts required to pay for the                    bonds I ssued in order to pay for the costs of the Assabet Valley Regional                               Technical High School Repair/Renovation project, located at 215 Fitchburg                       Street, Marlborough, MA 01752 with all associated appurtenances thereto”.
On a motion by Mr. Vereault, seconded by Mr. McGourty the Board voted by a margin of 4-0 to sign the warrant and to sponsor articles 1-19.

  • Budget: Assabet Valley Regional Vocational School District:
Superintendent Nawrocki, Business Manager Pat Collins and Regional School Committee Member, George Louoto presented the Assabet Regional Technical HS Budget for FY2013.  They also discussed the renovation project and answered questions of by Board members.

  • Town Issues:
Mr. McGourty stated his safety concerns for the Cox Street, Lincoln Street and Packard Street intersection, Ms. Jennifer Burke stated that the Internal Traffic Committee is reviewing this issue and a recommendation will be forwarded to the Board.
Mr. McGourty requested copies of Mirick, O’Connell’s, Town’s Labor Counsel invoices for January, February and March 2012.  Mr. Vereault requested copies of the same for the entire Board.
  • Correspondence to be Noted by Clerk:
Mr. Yates made a motion to note correspondence, the motion was seconded by Mr. McGourty.  Mr. Durant asked why Mr. Yates hadn’t noted the Freeman vs. Hudson decision.  Mr. Yates noted that he did not receive it.  Mr. Yates withdrew his motion.
Mr. Durant noted the favorable finding on the Freeman vs. Town law suite.
On a motion by Mr. Vereault, seconded by Mr. McGourty the Board voted by a margin of 3-0-1 to note correspondence.  Mr. Yates abstained.
