Minutes–November 14, 2011

  • Call to Order:
Present were Messieurs Durant, Vereault, McGourty, Yates, Blazar, and Cipriano.  Ms. Santos was also present
  • Minutes to be Approved:
Public Session: October 17, 2011 Selectmen to consider amending the minutes of  the meeting held on October 17, 2011 by including under Item 6 (B), Personnel, the expiration date of November 18, 2014 to the term of appointment for the Town Accountant.
On a motion by Mr. Yates, seconded by Mr. McGourty, the Board voted by a margin of 4-0 to approve the minutes as amended.
Public Session: October 31, 2011
On a motion by Mr. McGourty, seconded by Mr. Vereault, the Board voted by a margin of 3-1.  Mr. Yates abstained, he was not present for entire meeting.
  • Citizen’s Issues:
Mr. Jim McKenna of 34 Seneca Drive, announced the School Spirit Race to be held on 11/26/11 at the Hudson Elks and welcomed everyone to participate.
  • Meetings and Public Hearings - 7:00 PM:
  • Licenses:
Selectmen to consider approval of a transfer of the Common Victualler’s License held by KFC US Properties, Inc. at 282 Washington St. to D.E. Foods, LLC d/b/a KFC/Taco Bell.
On  a motion by Mr. Yates, seconded by Mr. McGourty, the Board voted by a margin of 4-0 to approve the transfer of license.
Selectmen to consider approval of a license for William Carr to sell Christmas Trees & Wreaths at 31 Washington Street from 9:00 AM to 9:00 PM beginning on November 26, 2011.
On a motion by Mr. Vereault, seconded by Mr. McGourty, the Board voted by a margin of 4-0 to approve the license.
Selectmen to consider issuing a request for proposals from parties interesting in applying for the All Alcohol Poring License formerly held by the Santa Barbara Pub.
On a motion by Mr. Durant, seconded by Mr. Yates, the Board voted by a margin of 4-0 to issue an RFP for an All Alcohol Pouring License with notation that business to be located in the downtown area would be viewed as favorable.
Selectmen to consider approval of entertainment and transient vendor licenses for the Hudson Business Association in conjunction with the Downtown Holiday Stroll on Saturday, December 3, 2011 from 2:00 PM until 8:00 PM.
Mr. Yates disclosed that he is a member of the Hudson Business Association, however he does not have any financial interest in the Association.
On a motion by Mr. Yates, seconded by Mr. McGourty, the Board voted by a margin of 4-0 to approve the licenses.
  • Personnel:
Selectmen to consider approval of the appointment of John Cain as a Deputy Electrical Inspector.
On a motion by Mr. Durant, seconded by Mr. McGourty, the Board voted by a margin of 4-0 to approve the appointment.
Selectmen to note the resignation of John Murphy from the Historical Commission.
On a motion by Mr. Durant, seconded by Mr. Yates, the Board voted by a margin of 4-0 to note the resignation and an appropriate letter be sent to Mr. Murphy.
Selectmen to consider approval of appointment of Felipe Tavares as Auxiliary Fire Fighter.
On a motion by Mr. Durant, seconded by Mr. Yates, the Board voted by a margin of 4-0 to approve the appointment.
  • Contracts:
Selectmen to consider approval of additional contracts for snow plowing and/or hauling.
On a motion by Mr. Durant, seconded by Mr. McGourty, the Board voted by a margin of 2-1-1 to approve the contracts.  Mr. Durant Opposed, Mr. Yates Abstained.
  • General:
Selectmen to consider petitioning the Massachusetts Department of Transportation to approve a truck exclusion from Summer, Winter, Water, & Loring Streets, with alternate routes designated as Broad St. to Main St. to Vila do Porto Blvd. to Grove St. to Cherry St.; and Technology Drive to Reed Road to Marlborough Street to Forest Ave. to Bonazzoli Drive.
Mr. McGourty disclosed that he works for Mass DOT.
On a motion by Mr. Vereault, seconded by Mr. Yates, the Board voted by a margin of 3-0-1 to petition MASS DOT for the truck exclusion as presented.  Mr. Durant abstained.
Selectmen to consider acceptance of a new 14 passenger, wheelchair accessible van as a gift from the Friends of the Senior Center to the Council on Aging.
On a motion by Mr. Durant, seconded by Mr. Vereault, the Board voted by a margin of 4-0 to accept the gift as presented.
  • Town Issues:
Mr. Yates wanted to acknowledge the Veterans Department for the presentation and the parade and requested a letter of thanks be sent.  Mr. Durant also wanted to thank Mr. Brian Stearns for a wonderful event.  
Mr. Durant commended the Public Works staff for their efforts in the brush cleanup.  He also, thanked Ms. Sue Dunnell for the invitation to attend in the School Department budget subcommittee meetings.
Mr. Durant noted that he had not filed a disclosure with the Town Clerks office, stating that he is a customer of the Avidia Bank.  Mr. Durant will file the disclosure this week in order to be able to sign the town’s warrants.
Mr. Vereault stated that the brush pick up schedule is available on the Town’s website and thanked Chief Blood for having the ladder truck participate in the Veterans Day parade.
  • Proclamations:
Selectmen to consider issuance of a proclamation to the 125th Quartermaster Company Massachusetts National Guard.
On a motion by Mr. Vereault, seconded by Mr. McGourty, the Board voted by a margin of 4-0 to issue the proclamation.  Mr. Yates, Mr. Durant and Mr. McGourty will attend the event.
  • Correspondence to be Noted by Clerk:
On a motion by Mr. Yates, seconded by Mr. McGourty, the Board voted by a margin of 4-0 to note correspondence.  
  • Executive Session:
The Board voted unanimously by roll call to enter into executive session, not  to return to public session, to discuss collective bargaining, as the discussion of these matters in open session may have a detrimental effect on the bargaining position of the town.
