Minutes –August 22, 2011

  • Call to Order:
Present were Messieurs Durant, Vereault, McGourty, Yates, Blazar, and Cipriano.  Ms. Santos was also present
  • Minutes to be Approved:
Public Session: August 1, 2011
On a motion by Mr. Yates, seconded by Mr. McGourty, the Board voted by a margin of 3-0-1 to approve the minutes.  Mr. Durant abstained.
Executive Session: July 11, 2011
Mr. Vereault requested the Executive Session Minutes be discussed at the Executive Session.

  • Meetings and Public Hearings - 7:00 PM:
  • Licenses:
Selectmen to consider issuing a license to Jhonathan Morais as a Taxi Driver for Sunshine Taxi.
On a motion by Mr. Yates, seconded by Mr. McGourty, the Board voted by a margin of 4-0 to approve the license.
Selectmen to consider issuing a license to August O. Stucke IV as a Taxi Driver for Sunshine Taxi.
On a motion by Mr. Yates, seconded by Mr. McGourty, the Board voted by a margin of 4-0 to approve the license.
Selectmen to consider issuing a license to Norberto Celedon as a Taxi Driver for Sunshine Taxi.
On a motion by Mr. Yates, seconded by Mr. McGourty, the Board voted by a margin of 4-0 to approve the license.
Selectmen to consider issuing a license to Christian Crue as a Taxi Driver for Sunshine Taxi.
On a motion by Mr. Yates, seconded by Mr. McGourty, the Board voted by a margin of 4-0 to Passover.
Selectmen to consider issuing a Common Victualler License to Rail Trail Flatbread Company at 33 Main Street.
On a motion by Mr. Yates, seconded by Mr. McGourty, the Board voted by a margin of 4-0 to approve the license contingent on applicant meeting all the requirements of Board of Health, Fire Dept and Building Inspector.
  • Personnel:
Selectmen to consider appointment of Wardens and Clerks for the seven precincts of the Town.
On a motion by Mr. McGourty, seconded by Mr. Yates, the Board voted by a margin of 3-1 to approve the appointments.  Mr. Durant opposed.
Selectmen to note the resignation of Jennifer Burke from the Industrial Development & Finance Authority.
On a motion by Mr. Yates, seconded by Mr. McGourty, the Board voted by a margin of 3-1 to note the resignation.  Mr. Durant opposed.
Selectmen to consider the appointment of James Cabral as the Veterans’ Graves Officer.
On a motion by Mr. Yates, seconded by Mr. McGourty, the Board voted by a margin of 4-0 to approve the appointment.
  • Contracts:
Selectmen to consider award and authorization to sign a contract with Chadwick Baross, Inc. (SB) in the amount of $120,700 for the purchase of a Sidewalk Tractor.
On a motion by Mr. Yates, seconded by Mr. McGourty, the Board voted by a margin of 4-0 to award contract.
  • Town Issues:
Mr. Yates inquired on the status of the sidewalk construction on Shawmut Ave.  Mr. McGourty was pleased with the work on Cottage Street and Shawmut Avenue and hopes that the Packard Street project goes as well.
Attorney Cipriano informed the Board that he is currently collaborating with the Attorney General’s Office and other Towns and will have a draft Blight By-law within the next few weeks.
  • Correspondence to be Noted by Clerk:
On a motion by Mr. Yates, seconded by Mr. McGourty, the Board voted by a margin of 4-0 to note correspondence.
  • Executive Session:
The Board voted unanimously by roll call to enter into executive session, not  to return to public session, to discuss bargaining strategy with respect to Union and Non Union Personnel and the Executive Session minutes of July 11, 2011.
