Minutes –January 24, 2011

  • Call to Order:
Present were Messieurs Loura, Durant, Vereault, McGourty, and Blazar. Ms. Santos was also present.
  • Minutes to be Approved:
Public Session:  January 10, 2011
On a motion by Mr. McGourty, seconded by Mr. Loura, the Board voted by a margin of 4-0 to approve the minutes.
Executive Session:  January 10, 2011
On a motion by Mr. Durant, seconded by Mr. McGourty, the Board voted by a margin of 4-0 to approve the minutes.
  • Citizen’s Issues:
  • Meetings and Public Hearings - 7:00 PM:
Selectmen to meet with Senator Eldridge and Representative Hogan.
Senator Eldridge and Representative Hogan were both present, Representative Hogan thanked the Hudson Fire Department for their assistance in the Stow Fire this past week.
 Mr. Durant asked Senator Eldridge and Representative Hogan’s for an update on Local Aid, and Group Health Insurance issues.
Senator Eldridge stated that it’s still too early in the process.  He believes that in the Governor’s Budget unrestricted local aid will be reduced, and education and chapter 90 reimbursements may go up, the Governors budget will be released in early February.  Senator Eldridge stated the Governors idea on group health insurance states that if the town is able to provide insurance at the same rates as G.I.C. you will be able to keep your current plan.  Mr. Blazar voiced his opinion that the most meaningful basis of comparison would be the impact to the tax payer not the actual premium cost.  For instance, a town like Hudson, which only pays 50% of the premium would spend far less public money than a town with a cheaper plan and smaller premiums that paid a 75% or 80% contribution. Mr. Blazar offered to act as a point of contact with the Legislators’ Offices on this and other issues during the year.  
  • Licenses:
Selectmen to consider approval of a Change of Manager at the Riverside Gun Club.
On a motion by Mr. Durant, seconded by Mr. Loura, the Board voted by a margin of 4-0 to approve change of manager.
Selectmen to consider approval of a One-Day Beer & Wine Pouring License for The Buffet Way  to be used at the Roller Kingdom for a private party on February 3, 2011 from 7:00 PM until 11:00 PM.
On a motion by Mr. Durant, seconded by Mr. McGourty, the Board voted by a margin of 4-0 to approve the license.
Selectmen to consider amendment of an Entertainment License issued to the Old School House to add a mechanical bull ride.
On a motion by Mr. Loura, seconded by Mr. Durant, the Board voted by a margin of 4-0 to approve the amendment to the license.
  • Personnel:
Selectmen to note the retirement of Fire Lieutenant David Prockett.
On a motion by Mr. Loura, seconded by Mr. McGourty, the Board voted by a margin of 4-0 to note the retirement.
Selectmen to consider approval of promotion of Kevin Werner to Fire Lieutenant/EMT.
On a motion by Mr. Durant, seconded by Mr. McGourty, the Board voted by a margin of 4-0 to approve the promotion.
Selectmen to consider approval of appointments of Special Police Officers for 2011.
On a motion by Mr. Durant, seconded by Mr. Loura, the Board voted by a margin of 4-0 to approve the appointments.
Selectmen to consider approval of reappointment of Joan Wordell as Town Clerk for a term expiring on February 2, 2014.
On a motion by Mr. McGourty, seconded by Mr. Vereault, the Board voted by a margin of 4-0 to approve the reappointment.
  • Contracts:
Selectmen to consider approval of snow plowing & hauling contracts with Fossile Construction, Inc. and Vegas Builders.
On a motion by Mr. Durant, seconded by Mr. McGourty, the Board voted by a margin of 4-0 to approve the contracts.
Selectmen to consider award and authorization to sign contract with Patriot Ambulance, Inc. for the period of July 1, 2011 through June 30, 2014.
On a motion by Mr. Vereault, seconded by Mr. McGourty, the Board voted by a margin of 4-0 to passover until next Board’s meeting in order to obtain additional information.
  • General:
Selectmen to consider approval of Snow & Ice Overdraft authority in the amount of $148,000 Expense and $21,000 Salary.
On a motion by Mr. Loura, seconded by Mr. McGourty, the Board voted by a margin of 4-0 to approve the overdraft.
  • Town Issues:
Mr. McGourty requested a moment of silence in honor of Marie Collins who passed away recently.

  • Executive Session:
On a motion by Mr. Loura, seconded by Mr. Durant, the Board voted by a margin of 4-0, by roll call vote, to enter executive session, not to return to public session to discuss the value of real property.
