Minutes –January 10, 2011

  • Call to Order:
Present were Messieurs Loura, Parente, Durant, Vereault, McGourty, and Blazar. Ms. Santos was also present.
  • Minutes to be Approved:
Public Session: December 20, 2010
On a motion by Mr. Vereault, seconded by Mr.Loura, the Board voted by a margin of 5-0 to approve the public session minutes.
Executive Session: December 20, 2010
On a motion by Mr. Durant, seconded by Mr. McGourty, the Board voted by a margin of 4-0-1 to approve the executive minutes.  Mr. Parente abstained.

  • Licenses:
Selectmen to consider approval of Change of Manager on the All Alcohol Pouring License for the Ninety-Nine Restaurant.
On a motion by Mr. Loura, seconded by Mr. Durant, the Board voted by a margin of 4-1 to approve the change of Manager.  Mr. McGourty opposed.
  • Personnel:
Selectmen to consider approval of appointment of Dennis Hatstat, Jr. as a full-time Communications Dispatcher.
On a motion by Mr. McGourty, seconded by Mr. Durant, the Board voted by a margin of 5-0 to appoint Mr. Dennis Hatstat, Jr. as full-time Communications Dispatcher.

Selectmen to consider amending the Personnel Regulations by adopting policies governing the use of Mobile Phones in vehicles and employee use of Social Media Networks.
On a motion by Mr. Loura, seconded by Mr. Durant, the Board voted by a margin of 5-0 to amend the Personnel Regulations.
  • General:
Selectmen to consider approval of the Project Reimbursement Request and Final Report Forms for the Chapter 90 Reconstruction Project including portions of Forest Ave. and Old North Rd.
On a motion by Mr. Durant, seconded by Mr. McGourty, the Board voted by a margin of 5-0 to approve the Chapter 90 documents.
Selectmen to consider approval of the Project Reimbursement Request and Final Report Forms for the Chapter 90 Reconstruction Project including Houghton St. and a portion of School St.
On a motion by Mr. Durant, seconded by Mr. McGourty, the Board voted by a margin of 5-0 to approve the Chapter 90 documents.
Selectmen to consider approval and assessment of sewer betterments for parcels on Birchwood Drive, Woodrow Street, and a portion of Forest Avenue. Betterments are calculated on a per-connection basis at 50% of the final project cost.
On a motion by Mr. Durant, seconded by Mr. Loura, the Board voted by a margin of 5-0 to approve the assessments.
Selectmen to consider approval and assessment of water betterments for parcels on Murphy Road, Hosmer Street, and White Pond Road. Betterments are calculated on a per-linear foot of frontage basis at 50% of the final project cost.
On a motion by Mr. Loura, seconded by Mr. Durant, the Board voted by a margin of 5-0 to approve the assessments.
Selectmen to consider approval and assessment of water betterments for parcels on Parmenter Road. Betterments are calculated on a per-linear foot of frontage basis at 50% of the final project cost.
On a motion by Mr. Durant, seconded by Mr. Loura, the Board voted by a margin of 4-0-1 to approve the assessments. Mr. Vereault abstained..
Selectmen to consider signing The Design Enrollment Certification for 715 Students in grades 5-7 at the new JFK Middle School.
On a motion by Mr. McGourty, seconded by Mr. Durant, the Board voted by a margin of 5-0 to sign the enrollment certification.
Selectmen to consider approval of the MAPC Consortium for Sustainable Communities Governing Structure Guidelines.
On a motion by Mr. Durant, seconded by Mr. McGourty, the Board voted by a margin of 5-0 to approve the guidelines.

        On a motion by Mr. Loura, seconded by Mr. Durant, the Board voted by a margin of 5-0, by roll call vote, to enter executive session, not to return to public session to discuss the value of real property.
