Minutes–September 27, 2010

  • Call to Order:
Present were Messieurs Loura, Parente, Durant, Vereault, McGourty, Blazar and Cipriano. Ms. Santos was also present.
  • Minutes to be Approved:
Public Session: September 13, 2010
On a motion by Mr. McGourty, seconded by Mr. Loura, the Board voted by a margin of 4-0-1 to approve the minutes. Mr. Parente abstained from the vote.

Executive Session: September 13, 2010
On a motion by Mr. McGourty, seconded by Mr. Durant, the Board voted by a margin of 4-0-1 to approve the Minutes.  Mr. Parente abstained from the vote.
  • Citizen’s Issues:
  • Licenses:
Selectmen to consider approval of a One-Day Liquor License to Stow Athletic & Recreation Support, Barbara Rietscha at 5 Highland Park Avenue (Roller Kingdom).  
On a motion by Mr. Loura, seconded by Mr. McGourty, the Board voted by a margin of 5-0 to approve the license subject to any additional conditions imposed by the department heads.
  • Personnel:
Selectmen consider approval of appointments of former members, Barbara Worrest and Melony Walker to the Hudson Cultural Council.
On a motion by Mr. Durant, seconded by Mr. Parente, the Board voted by a margin of 5-0 to make the appointments.
Selectmen to consider approval of re-appointing Dorothy Bagley to the Hudson Cultural Council.
On a motion by Mr. Durant, seconded by Mr. Parente, the Board voted by a margin of 5-0 to make the re-appointment.
  • Contracts:
Selectmen to consider approval and authorization to sign a contract with Hanson Pipe & Precast in the amount of $13,680 (LQ) for catch basins and manholes.
On a motion by Mr. Durant, seconded by Mr. Loura, the Board voted by a margin of 5-0 to approve signing the contract.
  • General:
Selectmen to consider signing the Warrant for the November 15, 2010 Special Town Meeting.
Articles 1,2,3,4,7,8,9 & 10:
The Board voted unanimously to sponsor Articles 1,2,3,4,7,8,9 & 10.
Article 5:
On a motion by Mr. Durant, seconded by Mr. Loura, the Board voted by a margin of 4-1 to ratify the DPW Union Contract subject to appropriation by Town Meeting, and to sponsor Article 5. Mr. Vereault voted in opposition.
Article 6:

On a motion by Mr. Durant, seconded by Mr. Loura, the Board voted by a margin of 4-1 to approve the Non-Union cost of living adjustments subject to appropriation by Town Meeting, and to sponsor Article 6.  Mr. Vereault voted in opposition.  
Articles 11,12:
The Board took no action on Articles 11 and 12.
On a motion by the Chair, The Board voted unanimously to sign the November 2010 Town Meeting Warrant.

  • Town Issues:
Mr. Parente requested the Board revisit the Health Care Plan for retired teachers.  Mr. Parente also requested an updated list of the scheduled streets for reconstruction.
Mr. Durant and Mr. McGourty requested statuses on the Rolling Lane project and Line Painting.  Mr. Blazar stated the Rolling Lane project is schedule for next spring and he will look further into the completion of the line painting.
  • Correspondence to be Noted by Clerk:
On a motion by Mr. Durant, seconded by Mr. McGourty, the Board voted by a margin of 5-0 to note correspondence.

On a motion by Durant, seconded by Mr. McGourty, the Board voted unanimously to adjourn.
